About this file
This is a Competition Restriction Justification (CRJ) document for a sole source procurement by the Drug Enforcement Administration's New England Division (Boston Office) to acquire Business EZ Pass transponders and toll services from the Massachusetts Department of Transportation (MassDOT).
The procurement seeks to continue an existing Government E-ZPass account and associated transponder/toll services for DEA Government-Owned Vehicles operating on Massachusetts toll facilities, including the Massachusetts Turnpike, Tobin Bridge, Callahan Tunnel, Ted Williams, New Hampshire, and Maine toll roads. The performance period runs from October 1, 2026, to September 30, 2027, and the acquisition is characterized as a recurring requirement. The justification asserts that MassDOT is the only available source capable of providing and administering the required Massachusetts E-ZPass account and toll services directly, as use of another vendor would not provide the same direct access to or administration of the existing account. Market research confirmed that MassDOT operates exclusively as the administrator of E-ZPass MA accounts, rendering the requirement unsuitable for small business set-asides. The Contracting Officer will post a Notice of Intent to Sole Source and will compare proposed prices to same or similar services in the market to ensure fair and reasonable pricing. The document identifies FAR 12.201-1 (Simplified procedures) and FAR 6.103-1 (Only One Responsible Source) as the applicable competition restriction authorities. Future acquisitions may be evaluated for alternative sources if they become available.

MassDOT is the only available source capable of providing and administering the required Massachustetts E-ZPass account and toll services directly. Use of another vendor would not provide the same direct access to or administration of the existing MassDOT E-ZPass account.
