About this file

This is a Competition Restriction Justification (CRJ) document for a sole source procurement by the Drug Enforcement Administration's Office of Acquisition on behalf of its Aviation Division.

The procurement is for aircraft fuel services valued at $70,000, with a period of performance from October 1, 2026 through September 30, 2027. The proposed contractor is Alliance Air Services Inc., located at 2221 Alliance Blvd, Suite 100, Fort Worth, TX 76177-4300. The justification cites FAR 12.201-1 (simplified procedures for purchases not exceeding the simplified acquisition threshold) and FAR 6.103-1 (only one responsible source) as the authority for restricting competition. The acquisition qualifies as a recurring requirement. The justification asserts that fuel services are provided exclusively by Alliance Airport, where the Aviation Operations Center is located, and that no other source can provide the service. Market research was conducted utilizing personal knowledge of previous identical purchases and searches of prior DEA acquisitions. The Contracting Officer plans to publish a notice of intent to award the sole source contract to SAM.gov and will compare prices to same or similar services in the market to ensure fair and reasonable pricing. The government committed to conducting additional market research before any subsequent acquisition to determine if market conditions have changed.
