About this file

This is a Competition Restriction Justification (CRJ) document for a sole source procurement by the Drug Enforcement Administration (DEA) Office of Acquisition on behalf of the Office of Forensic Sciences.

The procurement seeks to restrict competition for transportation of controlled substances from Wright-Patterson Air Force Base in Dayton, Ohio to Indianapolis, Indiana, and subsequent destruction by incineration of 30 tons of evidence containing controlled substances. The selected contractor is ReWorld Indianapolis, Inc., located at 2320 S. Harding Street, Indianapolis, Indiana 46221-2028. The period of performance runs from August 21, 2026 to September 30, 2026. The justification cites FAR 6.103-1 (Only One Responsible Source) as the authority for the sole source restriction, with authorization under 41 U.S.C. § 3304(a)(1). The Government determined that ReWorld Indianapolis is the only large municipal waste combustor located in the region with overnight storage capability and has specific experience incinerating large volumes of seized drugs. Market research comparing two vendors for price reasonableness was conducted, with similar relocation and hazardous waste disposal services reviewed. The Government intends to post a Notice of Intent to award sole source to the System for Award Management (SAM) to allow potential sources to submit capability statements. The Contracting Officer certification is dated July 22, 2026, and the document indicates the estimated amount field was redacted.
