About this file
This is a Competition Restriction Justification (CRJ) document for a sole source acquisition by the Drug Enforcement Administration (DEA).
The DEA New Jersey Field Division is justifying a sole source purchase of EZ Pass transponders and account services from the New Jersey Turnpike Authority for prepaid toll usage on official government vehicles. The requirement covers the period from October 1, 2026, to September 30, 2027, and is categorized as a recurring need under simplified acquisition procedures (FAR 12.201-1) with an estimated value under $9 million. The justification cites FAR 6.103-1 (Only One Responsible Source) as the legal authority, with 41 U.S.C. § 3304(a)(1) as the statutory basis. The contractor is identified as the New Jersey Turnpike Authority located at 1 Turnpike Plaza, Woodbridge, NJ 07095-1229. The document asserts that EZ Pass is the only provider capable of delivering the required combination of account administration, compatible transponders, toll processing, and vehicle-level transaction records for New Jersey and New York operations without interrupting the government's existing fleet account service. No market research identified alternative sources, and no notices were published on Sam.Gov. The justification emphasizes that service termination would cause unacceptable delays in investigative operations and compromise the safety and effectiveness of Special Agents and Task Force Officers. A previous order (15DDHQ25P00000751) for the same product at different quantities established price reasonableness. The document requires approval signatures from the Contracting Officer, Bureau Competition Advocate, and Bureau Procurement Chief based on the estimated contract value.
