About this file

This document is a Brand Name Justification and Approval form for a Utility Task Vehicle (UTV) procurement by the Bureau of Land Management (BLM) Nevada State Office. The BLM's Cadastral Survey Field Section requires a 2025 Honda Trail Special Edition UTV with a unique patented design that allows the bed to fold up seats for 5 personnel or convert to a standard UTV bed with 1000-pound capacity for hauling equipment. After conducting market research, the team determined no other UTV meets their specific requirements, including the need for a compact vehicle that can navigate tight trails safely while accommodating survey crews and heavy equipment.

Key procurement details include using simplified acquisition procedures under 41 U.S.C. 1901, with the justification citing the Honda UTV's distinctive features such as flexible seating and bed configuration. Additional considerations included compatibility with existing BLM trailers and the need to park in tight spaces during survey travel. The document indicates ongoing market research to potentially permit future competition, acknowledging the UTV market is actively developing. The procurement was signed and peer-reviewed on 06/12/2025 by Tyler Johnson (Contracting Officer) and Amanda Cline-Rispress (Nevada Peer Review Contracting Officer).

BRAND NAME JUSTIFICATION AND APPROVAL

FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES

This document sets forth the justification and approval as required by 13.106-1(b)(1) &(2).

1. Contracting agency and activity.

The Department of the Interior, Bureau of Land Management (BLM), Nevada State Office, Cadastral Survey Field Section, requests the Nevada State Office, Support Services acquisition office, to contract on a brand name basis.

2. Nature and/or description of action being approved.

A new UTV is required for the Cadastral Survey Field Section that is able to carry heavy equipment and varying numbers of Survey crews. The only UTV that is able to meet all of the required characteristics is the 2025 Honda Trail Special Edition.

3. Description of supplies or services.

The 2025 Honda Trail Special Edition UTV uses a Honda Patented design which allows the UTV bed to fold up seats and allow for 5 personnel. When 3 personnel or less will be using the bed converts back to a normal UTV styled Bed with a 1000-pound bed capacity for hauling cadastral equipment.

4. Estimated dollar value.

5. Statutory authority.

_X__41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold

____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).

6. Rationale supporting use of the authority stated in paragraph 5.

As described previously in section 3 the foldable seats in the UTV bed are what differentiates the Honda unit from other UTV’s. No other UTV’s on the market have the ability to have this conversion which allows the UTV to be used in multiple capacities for the Government. The usual trend of UTV’s is to have 4-6 seats and a small bed, or 4-6 seats with a large bed but then the UTV is too big to fit on tight trails and the extra size causes a safety concern for government personnel.

7. Other information.

In addition to the above information other factors that were considered were the existing trailers BLM currently possesses. A longer or heavier UTV would require the acquisition of new trailers for the BLM as well. In addition, the Cadastral Team is often on travel when conducting surveys and typically must use tight hotel parking lots which do not allow for ample trailer parking, a longer unit would cause the overall vehicle and trailer to be too long to park I a common “pull through” parking spot.

8. The efforts to identify additional sources including the market research cconducted.

The Cadastral Survey team as well as the contract specialist and officer all conducted market research on available UTVs that might meet specifications. All units that were looked at had capacity for weight, or personnel issues, or overall size issues, except for the 2025 Honda Trail Special Edition. A brand name justification is being issued as no other UTV would meet the criteria required.

9. Future plans to permit competition.

In the future, market research will continue to be conducted to see what the commercial marketplace has to offer, or if the Cadastral Survey teams needs have changed. The UTV market is actively developing and changing so more units may be able to meet the required specifications in the future.

10. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.

I certify that the facts and representations under my cognizance, which are included in this justification, and which form a basis for this justification, are complete and accurate.
