United States Department of the Interior

INTERIOR BUSINESS CENTER

Washington, DC 20240

LIMITED SOURCES DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

PR# 0040569002

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division II, Branch III, in support of the Office of Aviation Services (OAS), Unmanned Aerial System (UAS) Fleet. This purchase will be acquired by OAS on behalf of the Bureau of Land Management (BLM) to assist with resources missions to include project and fire requirements.

2. Description of supplies or services required to meet agency needs.

This is a new requirement for the initial brand name purchase of two (2) Parrot Anafi USA GOV (Quadcopters) with an option for additional quantity to purchase up to 15 total. Each purchase will be firm fixed price. Multiple small business vendors were identified via market research. The estimated unit price for each item is on the General Services Administration Advantage website.

The estimated total contract value will be with the initial purchase of two (2) and option to purchase up to an additional 15 within 365 days from award of contract. Delivery will be 90 days after receipt of award, or 90 days after modification for optional quantities.

The Parrot Anafi USA GOV drone complies with the Secretary of the Interior’s memorandum, dated October 6, 2020, which approved the purchase of Blue Small Unmanned Aerial System (sUAS) and were cleared by the Department of Defense’s Defense Innovation Unit (DIU). DIU’s sUAS initiative identifies five (5) systems that meet the Blue sUAS standard inclusive of the approved Parrot Anafi

USA GOV.

3. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem this requirement necessary to limit the source. FAR 13.106-1(b) – Soliciting from a single source; items particular to one manufacturer (brand name).

4. Rationale. The Secretary of the Interior’s memorandum requires the purchase of approved Blue sUAS products to adhere to cybersecurity requirements and guarantee the purchase of American technology. Blue sUAS products have been approved as they provide secure technology for Federal government operations. Therefore, only approved DIU models (brand names) will be acquired for the Department of the Interior and its Bureaus.

Due to unique and specialized functional and technical configurations required by Secretary’s Order 3379. Order 3379 specifies that only the Department of Defense’s Defense Innovation Unit Blue sUAS which list the Parrot Anafi USA GOV available for DOI purchase.

The Parrot Anafi have proven to be valuable and reliable assets to the DOI UAS fleet. DOI has identified the Parrot Anafi USA GOV to adhere to DOI Policy as stated in OPM-11 “As with manned aircraft, Department operations of commercially available UAS is most efficient when acquisition is limited to a few proven systems that allow standardized training and procedures as well as simplified logistics.” These systems have been vetted by DIU and the DOI Bureaus with over 1,500 missions since 2019. DOI currently has approximately 170 Parrot UASs, that are unable to be used due to the mandate to utilize approved DIU sUAS models only. In an effort to minimize training and associated training costs, as well as to field the UASs for use to combat the 2022 wildfire season, it is in the Government’s best interest to procure the Parrot Anafi USA

GOV.

5. Market Research.

Market research was conducted by reaching out to the following vendors:

RMUS

GRESCO

FloridaDroneSupply

FLYMOTION

Skyward

In addition to the listed vendors, GSA Advantage was reviewed, which has a Parrot Anafi USA GOV provided by W.S Darley & CO.

A Google search found the same or similar Parrot Anafi USA GOV UAS.

Additionally, a listing of resellers is available on www.parrot.com.

Similar acquisition history was reviewed. 140D8119P0006 was awarded to Onpoynt Unmanned Systems LLC (CAGE Code: 6QRQ4) on December 19, 2018 for a quantity of 24 Parrot Anafi UASs with an option to purchase up to 130 additional quantities (a total of 77 additional quantities were purchased during the specified 365-day timeframe). This requirement was competed as full and open through FedBizOpps.

Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines the circumstances of this contract action deem only items particular to one manufacturer (brand name) is reasonably available as supported herein.
