SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 1 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).

2. Description of supplies or services required to meet agency needs.

The government requires one remanufactured, zero-time, brand name Continental Engine, IO-520D108B to be utilized on Cessna 185 aircraft. The estimated cost of this required engine is $67,000.00. This industry is faced with backlog and long lead times, the anticipated delivery date is estimated at 12-14 months after date of order.

3. Identification of the Brand Name and/or single source to be solicited.

Brand Name: Continental Aero Technologies 2039 South Broad Street Mobile, AL 36615

4. Reason for authority cited. Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.

5. Rationale.

The engines must be replaced because of unscheduled maintenance needs. The engines must be compatible with the Cessna 185 aircraft that are currently in the Office of Aviation Services (OAS) fleet.

The Continental IO-520D108B is approved by the Federal Aviation Administration (FAA) and able to be installed on Cessna 185 aircraft per their Type Certificate or appropriately altered condition. A Type Certificate is issued to signify the airworthiness of an aircraft manufactured to design or “type.” The Type Certificate reflects a determination made by the FAA that the aircraft is manufactured according to an approved design, and that the design ensures compliance with airworthiness requirements. The certificate is issued by the FAA, and once issued the design cannot be changed without a Supplemental Type Certificate (STC). The Continental IO-520D108B is the only engine that can fulfill the government’s requirement for this fleet aircraft.

6. Market Research.

Market research was conducted using internet searches, reviewing Continental distributors’ websites for pricing and availability of engines. Review of Continental distributors’ websites, prices, and delivery schedules indicate that there is only one authorized U.S. based distributor that can meet this requirement essential need.

Based on several AQD awards, there are SB concerns that have agreements with Continental to obtain the engines. Knowledgeable government personnel from the Office of Aviation Services (OAS) were interviewed about this need and the Federal Aviation Administration’s (FAA) requirements as well as pricing and availability of Continental engines in Anchorage, AK.

OAS personnel have ordered many engines of this type and have the experience and knowledge necessary to understand this requirement and its challenges. Mandatory sources were reviewed to include GSA Advantage!. GSA does not provide this product. Other mandatory sources do not provide this item.

Based on the efforts described above, market research found this acquisition will be a brand name request IAW FAR 13.106. Continental Engines are the only FAA approved engine that can fill this requirement for the Office of Aviation Services fleet aircraft; however, there are only one known authorized distributor of Continental engines in the United States. NAICS code 336412 Aircraft Engine and Engine Parts Manufacturing applies to this acquisition.

Based on market research, agency need, safety, time and warranty this requirement will be set aside to small business and require brand name Continental Engines.

Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines that this action only covers the engines peculiar to Continental as a brand name justification.
