About this file
This is a Sole Source (Including Brand Name) Justification document for simplified procedures for certain commercial items, dated October 16, 2025, and approved by Contracting Officer Anthony Dollard at Tinker Air Force Base.
The United States Air Force, AFMC AFSC/PZIMB, seeks to procure one Tactical Communications Group (TCG) Battlefield Operations Support System (BOSS) Multi-Link lunchbox from Curtis-Wright Tactical Communication Group (CAGE: 1SU81, located in Tewksbury, MA) under a Firm Fixed Price arrangement. The acquisition includes the BOSS Multi-Link TCG-2000ML lunchbox model capable of Link 11A and 16 communications, along with a Line of Sight module (TCG-LOS), DIS Interface (TCG-DIS), documentation and manuals, training, Product Support Platinum (TCG-PSP MLB), and a 1553 Hardware Kit (TCG-1553). The system is required by the 558th Software Engineering Squadron for E-767 AWACS testing and simulation to support MIDS-JTRS upgrades. The contract is valued at a redacted amount in the >$750K and <$15M funding range, with delivery required 90 days after receipt of order. The justification cites AFFARS 5313.501 authority for sole source procurement, asserting that Tactical Communication Group is the only source capable of fulfilling this requirement due to the proprietary design of the BOSS lunchbox system, lack of authorized distributors, and the system's unique capability to simulate aircraft communications for testing. Market research via ESI, NASA-SEWP, GSA websites, and an OEM letter confirmed no alternative sources exist. The Contracting Officer will evaluate pricing using price analysis techniques rather than certified cost or pricing data under FAR 15.403-3.

IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 - 10 U.S.C 2302b, Implementation of Simplified Acquisition Procedures(41 U.S.C 1901) AFFARS 5313.501 - 10 U.S.C. 2304 (c)(1) as implemented by FAR 8.405-6(a)(1)(i)(B) "Only one source is capable of responding due to the unique or specialized nature of the work". Only one Responsible Source, no other supplies or services will satisfy agency requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Air Force's minimum needs can only be satisfied by the Original Equipment Manufacturer (OEM), Tactical Communication Group, a subsidiary of Curtiss-Wright Defense Solutions, listed in the market research. From this market research it is determined that Tactical Communication Group is the only known sole source that can fulfill this procurement. Due to the nature of this acquisition and the proprietary design of the BOSS lunchbox system, Tactical Communication Group does not have any authorized distributors and is the only source that can fulfill this award.
The BOSS lunchbox will be used to simulate various inputs of testing of the AWACS software. The BOSS hardware is for E-767 testing and simulation requiring their own separate hardware set. The BOSS lunchbox system is the only product like this on the market.
Without this BOSS lunchbox the program will be unable to sufficiently test simulations for the MIDS-JTRS upgrades on the E-767 AWACS. This system is used between aircraft to communicate real-time. As a result, the aircraft would not be able to successfully complete missions.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A search of Enterprise software Initiative (ESI), Solutions for Enterprise-Wide Procurement (NASA-SEWP), and

GSA websites did not result in a viable product or source to support this requirement. AFSC/SWP PM received an OEM letter from Tactical Communications Group dated Oct 2, 2025 which identified that the company has a direct sales model and does not resell through third party sources.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The overall cost of this acquisition will be fair and reasonable to the Government. In accordance with FAR 15.403-3, the Contracting Officer will require the submission of other than certified cost or pricing data.
Price analysis or cost analysis base on "information other than certified cost or pricing data" will be used to examine and evaluate the proposed prices to determine fair and reasonable pricing. Price analysis techniques include comparison of proposed prices to historical prices paid for the same or similar item;
comparison with published price lists, offered catalog prices andprices obtained through market research for a same or similar item; comparison of proposed prices with independent Government estimate; or analysis of data other than certified cost or pricing information.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was conducted, in accordance with FAR Part 10, by direct communication with the OEM, performing Internet searches, and searching DoD required sources.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
N/A
X. List of any sources that expressed, in writing, an interest in the acquisition.
See Section VI above.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Other alternative equipment was considered during the initial setup. There is no other equipment capable of providing the required testing of the AWACS software which is used to simulate various inputs and testing simulations. The Government will consider other sources in the future if they meet the required salient characteristics.
XII. Certification by the Contracting Officer.
