About this file

This document is a Request for Information (RFI) from the U.S. National Park Service regarding the upcoming project to Rehabilitate/Replace the Old Faithful Wastewater Collection and Treatment System (Solicitation Number: 140P2024R0135).

The NPS is conducting market research to understand the industry's perspective on the use of Project Labor Agreements (PLAs) for this Federal construction project, as mandated by Executive Order 14063. The NPS is seeking responses to three specific questions: 1) whether the firm has entered into PLAs on other Federal projects and the resulting economy or efficiencies; 2) the availability of trade unions in the local area to work under a PLA; and 3) any noted benefits or challenges from requiring a mandated PLA on this requirement. The NPS will use the collected information to draft the solicitation requirements and justify any necessary exemptions. Responses are requested by September 6, 2024, at 12:00 PM MT.

RE: Market Research for Project Labor Agreement IAW EO 14063

Interested Parties, The NPS is conducting market research for the upcoming project to Rehabilitate/Replace Old Faithful Wastewater Collection and Treatment System. We are currently exploring opportunities related to Executive Order 14063, which promotes the use of Project Labor Agreements (PLAs) for Federal Construction Projects.

This order was signed on February 4, 2022, and mandates that Federal Government agencies require the use of PLAs for large-scale Federal construction projects, where the total estimated cost to the Government is $25 million or more. The aim is to promote economy and efficiency in the administration and completion of Federal construction projects.

The NPS is interested in understanding the industries’ perspective on this matter in promoting competition among offerors and to fully understand the impact the PLA mandate would have on this requirement. NPS is seeking responses to the following:

1. Has your firm entered into PLAs on other Federal projects where the outcome provided economy or efficiencies to the program?

2. Are the specific trade unions, in the area of this requirement, available to work complete a PLA?

3. Please provide any noted benefits or challenges that maybe encountered from requiring a mandated PLA on this requirement.

The NPS will use this information in drafting the solicitation requirements and justify appropriate exemptions if necessary. Please submit responses or questions to Vicki Freese-Supler at vicki_l_freese-supler@nps.gov and Jeanna Manseau at jeanna_manseau@nps.gov by September 6, 2024, 12:00 PM MT.
