About this file

This is a Sources Sought Notice (SSN) for market research purposes issued by the National Park Service Denver Service Center for the ZION 240182 South Entrance and Visitor Center Road Rehabilitation project (Solicitation No. 140P2026R0090), dated June 11, 2026. The SSN is not requesting proposals at this time but seeks information from both large and small businesses to inform acquisition strategy and determine the feasibility of small business or socioeconomic set-asides. Responses are voluntary with no cost reimbursement provided, and must be submitted using the attached Sources Sought Survey Questionnaire to Contracting Officer Rachel Dyer at rachel_dyer@ios.doi.gov by 9:00 AM Mountain Time on June 29, 2026.

The project involves road rehabilitation at the south entrance of Zion National Park, Utah, accessed through Springdale. The scope includes roadway realignment between State Road 9 and the shuttle maintenance building, installation of a new bridge over the Virgin River, multiple roundabouts, parking lot reconfigurations, and relocation of electrical, water, sanitary sewer, and storm sewer utilities. The work is classified under NAICS code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45 million. The construction magnitude exceeds $10 million with an anticipated performance period of 730 calendar days from notice to proceed. The site requires protective measures for sensitive resource areas, daily work schedules for archaeologically sensitive areas, and coordination to maintain traffic flow to visitor and bus maintenance facilities during construction. The NPS anticipates issuing a competitive Request for Proposals around Winter 2026/Early 2027, with award of a single Firm-Fixed-Price contract. Bid, Performance, and Payment Bonds are required for this project.
