About this file
This document is a Sources Sought Notice (SSN) issued by the National Park Service's Denver Service Center for a water infrastructure rehabilitation project at Yosemite National Park. The project involves replacing 37,940 linear feet of water lines, upgrading a 100,000-gallon water tank to a 200,000-gallon tank, replacing 14 fire hydrants, and installing approximately 60 water meters in the Tuolumne Meadows area. The anticipated construction value exceeds $10M, with a projected 1,068-day performance period limited to the summer season (mid-May to late October), and will require bid, performance, and payment bonds.
The SSN seeks market research from both small and large businesses, with the potential for a small business set-aside depending on response quality. Interested firms must submit company details, business classification, bonding capacity, project experience, and capability statements by noon Mountain Time on 4/1/2025. The North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction), with a small business size standard of $45M. The National Park Service plans to issue a formal Request for Proposals in Summer 2025, with strict environmental and archaeological site protection requirements during construction.

Project Description:
The project is located at Yosemite National Park.
The construction magnitude is over $10M.
Tioga Road and access to Tuolumne Meadows is open during the summer season only, dependent on weather. All pre-construction and construction activities must take place within the open period. Tioga Road opens approximately in mid-May and closes approximately in late October. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.
Tioga Road passes through wetlands. The site requires protective measures to ensure the surrounding area remains undisturbed. No heavy equipment, vehicles or foot traffic may extend beyond the construction limits.
Subsurface historic properties and intact archeological deposits are present in the project area. Monitoring is required during trenching within known archeological sites, and spot-check monitoring is required when beyond those known historic properties. At Lembert Dome, placement of waterline is underneath the new sidewalk and bus-stop, to be as close to the Tioga Road as possible.
The Tuolumne Bridge is a historic bridge, and all construction must result in no change to the public-facing appearance of the bridge.
The surrounding area is rural with limited staging on site. Staging must be coordinated with concurrent construction projects along Tioga Road, including but not limited to the Tuolumne Meadows Wastewater Treatment Facility.
The construction site is 25 -50 of miles from nearest suppliers, lodging and hospital facilities.
The anticipated period of performance of 1,068 calendar days including any potential weather shutdown.
Project Scope:
This project Rehabilitates the Tuolumne Meadows water distribution system that provides an average of 34,000 gallons of potable water a day and a daily maximum of 73,000 gallons to visitor use areas and NPS buildings and facilities.
Specific work includes: 1) Replace 37,940 linear feet of outdated water line (cast iron, PVC, HDPE material), including distribution mains and laterals to all buildings and facilities. Water line sizes will vary as required, likely between 1-8 inches. Replacement pipe material will be PVC, HDPE and DIP. 2) Replace 100,000 gallon above ground water tank with a 200,000-gallon tank. The new tank will be placed adjacent to the existing tank to keep the water system operational until the old tank is removed. 3) Replace 14 fire hydrants. 4) Install water meters at all facilities (approximately 57 new meters and 3 replacements).
