Project Description:

Project Conditions (see samples below, tailor/add/delete per project - work with PM/PS, note any logistical/cultural/historic considerations here):

The project is located at Yosemite National Park, California.

The construction magnitude is over $10M

The surrounding area is rural with limited staging located at the project sites, as described below. The existing

El Portal WWTF must remain on-line at all times during the transition from the old facility.

to the newly constructed facilities.

No construction materials deliveries will be allowed during the hours of 8:00 a.m. through 2:00 p.m. between the dates of May 15 and September 15.

The project site is approximately 28 miles from Mariposa CA, and 95 miles from Fresno CA, the nearest suppliers and lodging facilities. Spaces for RV campsites will also be available within the project limits at the Administrative Camp. In addition, the contractor may use the site for RVs by providing temporary utility connections, prior to the rehabilitation of the Administrative Camp.

The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.

The site requires protective measures to ensure the surrounding area remains undisturbed.

The anticipated period of performance of 40 months including any potential weather shutdown.

Winter construction is anticipated, since winters are often mild within the project area, with limited amount of snow accumulation.

Project Scope:

This project will rehabilitate the 45-year-old El Portal wastewater treatment facility (WWTF), the largest in the NPS, and the sole wastewater treatment service for the Yosemite Valley, El Portal, and adjacent communities.

The existing facility features an undersized two-story arrangement with limited access points and failing systems.

It is not feasible to modify the existing plant to accommodate required improvements to lab and office space, make room for more effective treatment process infrastructure, or provide adequate space for system operation and maintenance activities. Replacement components are difficult to procure or are no longer manufactured due to the age of the existing plant, resulting in the need to fully replace the electrical service, switchgear, motor control center, and distribution systems. Project Scope includes:

• The wastewater processes will be designed for a nominal capacity of 1.0 MGD.

• New treatment processes including headworks, secondary treatment, dewatering, solids management and aerobic digestion.

• Rehabilitation of the existing tertiary and UV disinfection processes.

• Replacement and upgrade of the electrical systems throughout the treatment plant.

• New operations and maintenance facilities.

• New facilities will be constructed on the existing site, while maintaining operation of the existing treatment processes.

• Upgrade SCADA for El Portal WWTF and wastewater lift stations within the El Portal service area.

• Demolition of the old treatment process, maintenance, and administrative facilities.

This project will also rehabilitate the former El Portal Trailer Village to be used as RV sites for construction workforce housing and a contractor staging area. NPS plans to rehabilitate or replace infrastructure and utility systems to support the RV sites. NPS will implement its best practices for RV-based campground design to arrange the RV sites to improve natural and cultural resource protection. Project Scope includes.

• Development and rehabilitation of approximately 20-30 RV camping sites

• Improvement of existing roadways and paved areas

• Rehabilitation and/or replacement of existing utilities (water, sewer and electrical)

• Rehabilitation and/or replacement of the existing laundry, restroom, and shower facility.
