About this file

This is a Sources Sought Notice (SSN) issued by the National Park Service Denver Service Center for market research purposes regarding a seawall stabilization and extension project at Kingsley Plantation within Timucuan Ecological and Historic Preserve in Jacksonville, Florida. The project involves repairing storm damage from Hurricane Ian and extending the existing seawall to enhance future storm resiliency while protecting cultural and ecological resources spanning over 46,000 acres and 6,000 years of human history.

The estimated construction magnitude ranges from $1,000,000 to $5,000,000, with an anticipated period of performance of 259 calendar days. The applicable NAICS code is 237990 with a size standard of $45.0M. The contracting officer anticipates issuing a competitive Request for Proposals around Summer 2026 with award of a single Firm-Fixed-Price contract. Bid, Performance, and Payment Bonds are anticipated to be required. Responses to the Sources Sought Survey Questionnaire must be submitted by email to joseph_wingfield@ios.doi.gov no later than 5:00 PM ET on June 22, 2026. The SSN is for market research only; proposals are not being requested at this time. Interested contractors from both large and small businesses should respond, as the level of interest will determine whether a small business or socio-economic set-aside will be considered for the eventual solicitation. Unique project constraints include limited delivery windows (Monday and Tuesday only, with case-by-case approval for other days), minimizing visitor impact while the park remains open, protective measures for historic and natural resources, and hurricane season planning considerations.

1. Project Scope: The purpose of this project is to repair the existing damage to the shoreline and seawall at

Kingsley Plantation as well as to provide future storm resiliency by extending the seawall to the extent of the cultural landscape. Timucuan Ecological and Historic Preserve protects the natural ecology of over

46,000 acres of lands and waters and over 6,000 years of human history along the St. Johns and Nassau rivers in northeast Florida. In September 2022, Hurricane Ian, a Category 3 storm, made landfall at

Kingsley Plantation damaging the existing shoreline and seawall. Due to these damages, the park is now unable to successfully protect the natural ecology of land and water along with the 6,000 years of human history. Aside from the adverse impacts to the cultural landscape, failure of the existing seawall could result in the permanent loss of buried artifacts as well as impacting sensitive nearshore habitats and tidal waters.

Once executed, this project would both repair prior storm impacts as well as provide future storm resiliency.

The nature of the existing structural damage requires full replacement of the existing seawall, extension of the wall to the east, and raising the top of the seawall 18-inches (1.5-feet) higher than the existing seawall.

By completing these tasks, the park will be more equipped to face future storms and enhance protection of the cultural and ecological resources.

2. Solicitation: At this time, NPS DSC anticipates issuing a competitive Request for Proposals (RFP) around the

Summer of 2026; and awarding a single Firm-Fixed-Price (FFP) contract.

3. Submittal Instructions: Responses shall be captured by filling out (in its entirety) the attached Sources

Sought Survey Questionnaire. The interested Contractor shall respond no later than 5:00PM ET on June

22, 2026 by emailing the questionnaire to the Contracting Officer at: joseph_wingfield@ios.doi.gov.
