About this file

This is a Sources Sought Notice (SSN) from the National Park Service Denver Service Center for a rehabilitation project at Pinnacles National Park, California. The project involves improving the Old Pinnacles Trailhead Parking Area, with an estimated construction budget between $2-$3 million. Key scope elements include repaving 10,500 square feet of parking area, installing a 400 square foot prefabricated vault toilet, extending 1,200 linear feet of water line, creating a shuttle stop with shade structure, relocating a trailhead kiosk, and adding amenities like bike racks and water bottle filling stations.

The solicitation targets both large and small businesses, with a planned competitive Request for Proposals (RFP) anticipated in late Spring 2026 for a Firm-Fixed-Price contract. The project requires experience in federal construction, including paving, stormwater management, bus stops, prefabricated restrooms, and working in protected natural environments. Respondents must submit a completed Sources Sought Survey Questionnaire by 2:00 PM Mountain Time on January 15, 2026, to shellie_murphy@nps.gov. The contract will have a 365-calendar day performance period and will require performance and payment bonds, with the park remaining open during construction.

Project Description: This project would improve the parking area that provides access to the Old Pinnacles and Bench trails. The Old Pinnacles Trailhead Parking Area currently serves approximately 30 automobiles daily and provides two oversized vehicle parking spaces. In addition, the parking area serves as a shuttle stop for the park’s alternative transportation system.

This project would greatly enhance the park visitor experience by providing a well-maintained parking surface that is functionally striped and is fully compliant with Architectural Barriers Act Accessibility Standards (ABAAS). This project would also prevent costly leaf spring repairs that have occurred on shuttle buses due to driving on uneven surfaces thereby increasing employee satisfaction and efficiency of the NPS-run alternative transportation system. The parking area was surfaced with a chip-seal build-up method which had insufficient base and has broken up and eroded. Gravel patches and repairs are numerous throughout the parking area. The irregular surfaces are a significant tripping hazard to visitors and employees as they enter and exit their automobiles and walk to the trailheads. In addition, the road surface contains numerous potholes and large, disintegrated patched areas. The poor condition of the parking area makes uniform striping and clear traffic definition for vehicle and pedestrian separation all but impossible.

This project also includes installation of a shuttle stop-maintained landscape (sidewalk, staging area, and shade structure with benches), relocation of the existing trailhead kiosk/wayside exhibit, and extension of 1,000 linear feet of water line. The parking area currently serves as a disorganized shuttle stop where visitors are unsure where to wait. This project will create a designated and accessible space, improving the park-run alternative transportation system.

Additional work includes installing two new trash and recycling containers on 4 feet x 6 feet concrete pads, replacing the existing leased portable toilet with a 400 square foot fully accessible (ABAAS) prefabricated vault toilet, and installation of a pre-cast 1,000 gallon holding tank. The exterior of the building would have an extended overhang and wood like appearance to match other new vault toilets in the park. This project would greatly enhance the park visitor experience by providing a well-maintained, sustainable restroom facility and designated shuttle stop fully compliant with ABAAS. In addition, extending water to this site and providing a shade structure will improve visitor safety at a park that experiences extreme summer temperatures.

Currently, one leased portable restroom serves the Old Pinnacles Trailhead. A new, prefabricated vault toilet facility will reduce overall operations and maintenance costs due to the planned elimination of the monthly rental fees and weekly contracted servicing (pumping). The parking area currently serves as a disorganized shuttle stop where visitors are unsure where to wait. This project will create a designated and accessible space, improving the park-run alternative transportation system.
