About this file

The document is a Sources Sought Notice (SSN) for a construction project at Denali National Park and Preserve in Alaska, seeking market research on potential contractors. The project involves asphalt paving, road repairs, and water line replacement at the Bus Depot, Visitor Center Area, and Visitor Center Campus, with a construction magnitude between $1M and $5M. The National Park Service (NPS) Denver Service Center anticipates issuing a competitive Request for Qualifications (RFQ) in August 2025, selecting up to five most qualified contractors, and awarding a single Firm-Fixed-Price (FFP) contract.

Key project characteristics include limited road access, remote location (120 miles from suppliers), minimal staging area, and the requirement to maintain continuous park operations during construction. The project must accommodate ongoing bus operations, visitor access, and park activities, with a targeted completion by October 2027. Interested contractors are required to complete a detailed survey questionnaire by July 1, 2025, at 3 PM Mountain Time, addressing their experience, bonding capacity, self-performance capabilities, and small business certifications. The NAICS code is 237310 with a size standard of $45M, and bid, performance, and payment bonds are anticipated to be required.

A14 Page 2 of 2 v1 Mar2025

c. The surrounding area is rural with limited staging located at the Denali Bus Depot Parking and Visitor Center Area

d. Unique material delivery requirements – very limited road access to the Park for construction materials.

e. The construction site is approximately 120 miles from nearest suppliers (Fairbanks)

f. The construction site is approximately 15 miles from nearest lodging facilities (Healy);

g. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact;

h. Continuous access to the Visitor Center and other structures as well as continuous shuttle/bus operations must be maintained throughout the construction period;

i. The site requires protective measures to ensure the surrounding area remains undisturbed;

j. The site is a natural/cultural resource;

k. The anticipated period of performance to be complete by end of 2027 including any potential weather shutdown;

6. Project Scope:

For context about the area, the park road is open year-round from the Parks Highway to milepost (MP) 3.4 at park headquarters (HQ). HQ to Savage River of the park road opens in spring to private vehicles when road maintenance and snow clearing allows. It closes after September and is dependent on snowfall. Private vehicles are not typically allowed past Savage River without special camping permits or during shoulder season extensions. This facility is where camping permits and bus tickets are sold for tours and transit buses traveling to the Backcountry. The Bus Depot also houses interactive indoor activities for visitors. Adjacent to the Bus Depot is the Backcountry Information Center (BIC), which issues backcountry permits for its visitors between mid-May and mid-September. The DVC is is home to general park information, indoor interactive exhibits, and is one of the main attractions in the park. Next to the visitor center is the Alaska Geographic bookstore and the Morino Grill, the only restaurant available for visitors.

Assume that the DVC Campus, the Bus Depot, and the BIC will remain open and access for all users and vehicle types (buses, shuttles, hotel shuttles, recreational vehicles, private vehicles, staff, maintenance vehicles, etc.) shall be maintained during construction. Bus drivers begin training on the park road in April of each year. In May, buses with tourist passengers begin and visitation tends to dramatically climb, plateaus throughout the main three-month season with a peak in July, then dramatically falls in September. See exhibit outlining the known schedules for transit and courtesy buses that will use the Bus Depot in 2025 (note that the hotel-provided buses from businesses like Holland American and Princess were not available at time of writing this scope but will also use this facility). 2025 times and schedules were provided here for context of operations that occur at this facility, but schedules for 2026 are not known at this point

There are two types of work included in this scope, asphalt paving and repair and water line replacement. The water line work includes associated pavement repairs. This project will address uneven surfaces and increase the existing pavement service life by 15 years. It will improve driving and walking surfaces for visitors, address a backlog of deferred maintenance concerns, and eliminate drainage problems. It will also provide replacement of a failing water line on the DVC campus and address associated pavement repairs at the time of all the other pavement work.

7. Solicitation: At this time, NPS DSC anticipates issuing a competitive Request for Qualifications (RFQ) around the August 2025; selecting at most, five (5) most qualified contractors, and then awarding a single Firm-Fixed-Price (FFP) contract.
