About this file
This Sources Sought Notice (SSN) is for the National Park Service's project to replace the South Rim Wastewater Treatment Plant at Grand Canyon National Park. The project involves constructing a new 0.65 MGD Membrane Bio-Reactor wastewater treatment plant, including new treatment facilities, administrative buildings, utilities, process systems, site improvements, and a 12-month operational support period. The construction site is located 75 miles from suppliers in Flagstaff, AZ, with an anticipated performance period of 1,095 calendar days.
The National Park Service is conducting market research to determine the appropriate solicitation method and potential small business set-aside. Interested contractors must complete a survey questionnaire by July 21, 2025, addressing their experience with federal government construction contracts, local licensing, bonding capacity, and wastewater treatment expertise. The agency anticipates issuing a competitive Request for Proposals (RFP) in February to March 2026, with a single Firm-Fixed-Price (FFP) contract valued at greater than $100 million. The project will require insurance, performance and payment bonds, and must be conducted while the park remains open, minimizing visitor impact.
