About this file
This is a Sources Sought Notice (SSN) issued by the National Park Service Denver Service Center for market research purposes regarding riverbank stabilization work at Cuyahoga Valley National Park in Ohio. This SSN is not requesting proposals at this time but seeks information from both large and small businesses to determine acquisition strategy and potential small business set-aside eligibility.
The project involves stabilizing and reconstructing the Cuyahoga riverbank along the Towpath Trail near Mile Marker 20 to address erosion caused by flooding and high-water events that threaten historic cultural resources and trail safety. The construction magnitude is estimated between $1,000,000 and $5,000,000, with a performance period of 250 calendar days including potential weather shutdowns. The work requires protective measures to minimize visitor impact as the park remains open during construction, and operations must address limited staging areas in surrounding rural, urban, industrial, and residential zones. The applicable NAICS code is 237990 with a size standard of $39.5 million. Bid, Performance, and Payment Bonds are anticipated to be required. Interested contractors must respond to the attached Sources Sought Survey Questionnaire no later than 11:00 AM Mountain Time on May 11, 2026, submitted via email to brian_baugh@contractor.nps.gov and joseph_halter@ios.doi.gov. The NPS anticipates issuing a competitive Request for Proposals around June 2026 and awarding a single Firm-Fixed-Price contract. No reimbursement will be provided for response costs.

4. North American Industry Classification System (NAICS) code: 237990 and Size Stan0dard: $39.5M
5. Project Description: The project is located at Cuyahoga Valley National Park at Eight Select Sites, Ohio.
The construction magnitude is Between $1,000,000 and $5,000,000
The surrounding areas include rural, urban, industrial and residential with limited staging areas.

The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The anticipated period of performance of 250 calendar days including any potential weather shutdown. There are seasonal/other shutdowns mandated through the construction season.
Project Scope: The Cuyahoga Valley is an important asset to the National Park Service in the Park, south of the Cleveland metropolitan area. The Park includes an historic railroad, known as the Valley Railway, which runs primarily along the left (west) bank of the Cuyahoga River. Along the right (east) bank of the river is another historic asset – the Ohio & Erie Canal and Towpath Trail which was built in the early 1800s to connect Lake Erie to the Ohio River. The Park is very popular with the public, and the National Register Towpath Trail and Scenic Railroad are heavily used by Park visitors daily.
The MM 20 site along the Towpath Trail is a high-priority site that is at risk of failure due to riverbank erosion caused by frequent flooding and high-water events. Riverbank failure would significantly damage the cultural resources and make the path unusable for a significant period of time. Loss of the assets would be detrimental to the Park and its programs. At this location, the Cuyahoga riverbank will be repaired, reconstructed, and stabilized to address the erosion problems that threaten extensive damage to the historic resources. The proposed remediation will provide a level of protection for these historic resources.
The ongoing river erosion processes are influenced by both natural and manmade causes. Development influences the volume and timing of runoff to the river and influences the river’s planform where embankments, bridges, and other features have been constructed in the river corridor. In the Midwest, the increase in intensity and frequency of rainfall-runoff events has been associated with climate change. These influences coupled with natural geomorphological process have resulted in appreciable meandering at sites such as Towpath MM 20 South.
This project site requires attention due to the over-steepening of banks that introduces safety concerns for Towpath Trail use. The loss of soil material along the bank has resulted in drop-offs within just a few feet from the trail’s edge. It has required repeated temporary closures and emergency repairs to address failed trail sections.
6. Solicitation: At this time, NPS DSC anticipates issuing a competitive Request for Proposals (RFP) around the June 2026; and awarding a single Firm-Fixed-Price (FFP) contract.
7. Submittal Instructions: Responses shall be captured by filling out (in its entirety) the attached Sources Sought Survey Questionnaire. The interested Contractor shall respond no later than 11:00 AM Mountain Time (MT) on May 11, 2026 by emailing the questionnaire to the Contract Specialist at:
brian_baugh@contractor.nps.gov and Contracting Officer at : joseph_halter@ios.doi.gov.
