Project Description:

Project Background and Purpose:

Kennesaw Mountain National Park Battlefield is proposing to redesign the existing Kennesaw Mountain Road to decrease user group conflicts and allow for the safe operation of a shuttle bus to transport visitors to the top of the mountain.

Currently, Kennesaw Mountain Road is a two-lane, asphalt-paved roadway, approximately 20 feet wide, with 10-foot-wide lanes, sustained grades exceeding 12% and one foot or less of shoulder for approximately 80% of its length of 1.2 miles. There are nine blind curves and steep drop offs. These conditions, in addition to high use by pedestrians and bicyclists has resulted in safety concerns and user conflicts. Planning and civic engagement efforts were conducted by the Park in 2017 to propose the use of a shuttle system to transport visitors up to the top of the mountain, eliminate single passenger use, and decrease conflicts between vehicles, pedestrians, and cyclists. This proposed redesign of the road is in line with that previous planning effort.

Project Conditions:

The project is located at Kennesaw Mountain National Park Battlefield: Cobb County, Georgia.

IAW FAR 36.204, the construction magnitude is between $500,000 and $1,000,000.

The surrounding area is suburban with staging located at on site.

Material delivery will need to be coordinated with the Park to reduce impacts to visitors.

The construction site is 5 miles from nearest suppliers and lodging facilities.

The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.

The site requires protective measures to ensure the surrounding area remains undisturbed.

The anticipated period of performance of 120 calendar days including any potential weather shutdown.

Winter construction may be required.

Project Scope:

The proposed redesign will include the construction of a shuttle stop located approximately 40 feet southeast of the Visitor’s Center in a previously disturbed landscaped area. The shuttle stop will include an Architectural Barriers Act (ABA) accessible concrete walkway connecting to the existing walks and trails. Period appropriate fencing “Zigzag” fencing will be adjusted to improve wayfinding for the visitors through the accessible walkway. The shuttle loading area will be formalized with a 6” curb and concrete plaza. The plaza will improve visitor safety and provide a space for visitors to wait for the shuttle. The plaza will be extending to include the existing shade structure. A field-run-survey and shop drawings will be required to ensure that the project design meets ABA accessibility requirements. Site furnishing and plantings are included to increase visitor comfort. A manual gate will be installed at the entrance to the road across one lane of traffic to impede personal owned vehicles access to the top of Kennesaw Mountain. The manual gate and bollards will be installed to protect the trail users. One 15 – 20” DBH Oak and two smaller trees will need to be removed.

The road will be closed to single passenger vehicles and only accessible to the shuttle bus, pedestrians, and cyclists (subject to hours). The redesigned road will include a 10-foot shared bus/bike lane on the inside curve with 2-way traffic and a 10-foot pedestrian lane on the outside curve. New pavement markers will be painted along the 1.2 miles of road to delineate separation between the pedestrian lane and bike/bus lane, along with appropriate roadway symbology. Additional safety markers and signage, such as trail crossings, will also be installed. No new construction is anticipated along the road.

The existing summit asphalt parking lot and shuttle drop-off has a non-compliant ABA accessible bump-out-curb-ramp located on the Northeast side of the parking lot. An ABA compliant bump-out-curb-ramp in the same location as the existing ramp. The existing pavement will be saw cut and a ramp installed with tactile warning surface. The existing granite curb will be protected in place. The grade below the removed pavement will not be disturbed. Striping will be added to the bottom of the ramp on the existing pavement to allow for safe transfer.
