About this file
This Sources Sought Notice (SSN) is issued by the National Park Service Denver Service Center for a pavement preservation and infrastructure improvement project at Delaware Water Gap National Recreation Area in Pennsylvania. The project, valued at over $10 million, involves critical roadway improvements along US Route 209, including approximately 7 miles of pavement restoration, culvert replacements, slope repairs, and McDade Trail realignment. The scope encompasses milling existing pavement, full-depth patch repairs, geotextile reinforcement, repaving, culvert replacements, guardrail installation, and trail reconstruction, with an anticipated performance period of 544 calendar days.
The National Park Service plans to issue a competitive Request for Proposals in Fall 2025, targeting a Firm-Fixed-Price contract award. The solicitation is open to both large and small businesses, with potential set-aside opportunities based on market research responses. Interested contractors must submit a detailed questionnaire by August 13, 2025, at 2 PM Mountain Time to Shellie Murphy. Key requirements include experience in federal construction contracts, bonding capacity, and potential socio-economic certifications. The project involves complex logistical considerations, including maintenance of traffic, protection of natural and cultural resources, and potential seasonal construction constraints.

g. The anticipated period of performance of 544 calendar days including any potential weather shutdown.
h. There may be seasonal/other shutdowns mandated through the construction season; and
i. Winter construction may be required.
6. Project Scope:
This project encompasses critical infrastructure improvements along US Route 209 in the Pennsylvania side of the Delaware Water Gap National Recreation Area. The road serves as the primary north-south arterial and an essential emergency route for adjacent communities. The overall project aims to restore pavement conditions and extend the roadway's lifespan, aligning with Federal Highway Administration pavement model objectives.
The work is divided into several phases and funding sources:
Route 209 Section II, MP 13.7 to 20.2: This core component addresses deterioration on approximately 7 miles of park-owned roadway of US Route 209 and will meet the objectives of the Federal Highway Administration pavement model results to restore the pavement and extend the life of this roadway. Construction activities include milling existing pavement; conducting full-depth patch repair and spot base repair; applying geotextile reinforcement and repaving. Work will also include some culvert replacement including a jack and bore culvert replacement, headwall installation, replacement of guardrail, pavement striping, and embedded road reflectors.
Slope and Culvert Repair: This portion addresses FHWA emergency repairs due to Tropical Storm Ida, Fall of 2021. It includes the replacement of failing culverts, placement of headwalls, and stabilization of outfalls with bioengineering/regenerative outfall solutions at the following locations:
· MP 13.9: Replace Culvert, Slope Repair, Dissipater Basin.
· MP 17.0: Cap Culvert, and Repair Slope with Bioengineering.
· MP 17.1: Pipe water from MP 17.0, Replace Culvert, Headwall, Regenerative Outfall.
· MP 16.85 to 17.15: McDade Trail Realignment
McDade Trail Realignment): This additional companion work is being completed under Disaster Supplemental Funding for approximately 1.6 miles of the McDade Trail. It starts at the Conashaugh Trailhead at MP 16.16 and continues along the road to MP 17.6 before tying into an old road scar for approximately 1000 feet to the McCarty Stream Pedestrian Bridge. Some locations along the road will use a cantilever boardwalk to bridge the steep slopes. This is the most viable alignment that allows the tie into the McDade trail without extensive costs and impacts to the vegetation and stability of the slope.
7. Solicitation: At this time, NPS DSC anticipates issuing a competitive Request for Proposals (RFP) the Fall 2025 and awarding a single Firm-Fixed-Price (FFP) contract.
8. Submittal Instructions: Responses shall be captured by filling out (in its entirety) the attached Sources Sought Survey Questionnaire. The interested contractor shall respond no later than time Mountain Time (MT) on 13 August 2025, 2pm MT by emailing the questionnaire and a copy of this SSN to the Contracting Officer at shellie_murphy@nps.gov.
