About this file

This Sources Sought Notice from the National Park Service seeks to conduct market research for trail improvements at the Barataria Preserve within Jean Lafitte National Historical Park and Preserve in Louisiana. The project involves repairing hurricane-damaged trails through demolition and reconstruction of boardwalks and hardened trails across five locations: Education Center Trail, Bayou Coquille Trail, Marsh Overlook Trail (base bid), plus Visitor Center Trail and Palmetto Trail (as options).

The project has an estimated cost over $10M with a 22-month period of performance, requiring bid/performance/payment bonds under NAICS code 237990 (Other Heavy and Civil Engineering Construction). Key requirements include top-down construction methods, ABAAS compliance, utility improvements, and experience working in sensitive archaeological and swamp environments. Responses are due by 2pm Mountain Time on January 9, 2025, with an anticipated RFP release in early 2025. The notice seeks capabilities information from both large and small businesses to determine potential set-aside status, with a small business size standard of $45M. Contractors must manage challenging environmental conditions including wildlife, poisonous plants, tidal influences, and high heat/humidity while protecting cultural and natural resources.

Project Description:

The project is located at the Barataria Preserve at the Jean Lafitte National Historical Park and Preserve, Louisiana. Jean Lafitte National Historical Park and Preserve (U.S. National Park Service)

Hurricane Ida struck southeast Louisiana near Port Fourchon as a powerful Category 4 storm on Aug. 29, 2021. Ida brought destructive storm surge, high winds, and heavy rainfall to the region and damaged trails at the Barataria Preserve (“trails” are comprised of both boardwalks and hardened trails). Trails at the Barataria Preserve will be repaired to restore visitor access and to improve resiliency to future storm events.

There are 5 trails included in this project. Education Center Trail (demolish existing boardwalk and reconstruct), Bayou Coquille Trail (demolish existing boardwalk and reconstruct), Marsh Overlook Trail (demolish existing boardwalk and reconstruct) are in the base bid. Option A is the Visitor Center Trail (demolish, only). Option B is the Palmetto Trail, (demolish, only). Width of new boardwalks is 5’-0”.

Top-down construction will be required for the majority of the demolition and reconstruction.

All trails that will be rebuilt will be made accessible, following ABAAS guidelines and requirements.

ABA Standards (enhanced single file version)

Utility improvements will be made on the Education Center Trail (water and electricity).

Site furnishing to be installed include benches, waste receptacles, picnic table, and way-side signage frames.

Project Conditions:

· The project is located at the Barataria Preserve at the Jean Lafitte National Historical Park and Preserve, Louisiana. https://www.nps.gov/jela/index.htm

· The construction cost magnitude is more than $10M.

· The construction site is approximately 20 miles from nearest suppliers and lodging facilities.

· Lodging or camping facilities are not available at the project location.

· The Barataria trail area(s) can be closed during construction.

· The site requires protective measures to ensure the surrounding area remains undisturbed.

· There are sensitive archaeological areas that will require careful demolition and reconstruction.

· The anticipated period of performance is 22 months, including any potential weather delays and holidays.

· Natural Hazards:

· The project is located in a national preserve with an abundance of wildlife including, but not limited to wintering waterfowl, wading birds, migrating songbirds, bald eagles, various species of snakes (3 poisonous and the rest non-poisonous), alligators, feral pigs, deer, tri-colored (and other) bats, raccoons, opossums, armadillos, owls, etc.

· The project area may contain irritating and poisonous plants including, but not limited to, poison ivy, poison hemlock and nightshades.

· Seasonal and tidal influences on the surface standing water level may cause challenges during construction.

· High heat and humidity conditions are common during the summer months with “feels like” temperatures exceeding 100°F.

Project Scope:

There are 5 trails that are included in the scope of this project:

· Education Center Trail – all timber boardwalk through palmetto fields.

· Bayou Coquille Trail – combination of hardened trail along a former roadbed and timber boardwalk spanning low openings in the roadbed (swamp).

· Marsh Overlook Trail – boardwalk through swamp; terminates at Marsh Overlook Bridge.

· Visitor Center Trail – boardwalk through swamp.

· Palmetto Trail – boardwalk through swamp.

Water and Power hookups:

The contractor will be responsible for providing generators for power at 4 approved staging areas (Education Center Parking Lot, Pecan Grove Parking Lot, Bayou Coquille Parking Lot, and Visitor Center Parking Lot). Water hookup is available at Pecan Grove Parking Lot, but the contractor will be responsible for ensuring water supply at the other 3 staging areas (Education Center Parking Lot, Bayou Coquille Parking Lot, and Visitor Center Parking Lot).
