Project Background and Scope:
Chalmette National Cemetery is a 17.5-acre historic burial ground located within the Chalmette Unit of Jean Lafitte National Historical Park and Preserve in Louisiana. Established in 1864 as the final resting place for Union soldiers who died during the Civil War, the cemetery occupies the site of the 1815 Battle of New Orleans and is adjacent to Chalmette Battlefield. The cemetery contains more than 15,000 interments representing veterans from multiple conflicts, including the War of 1812, Civil War, Spanish-American War, World Wars I and II, and the Vietnam War.
The cemetery is a rectangular parcel extending approximately 250 feet by 2,200 feet, bounded by the Mississippi River levee to the south, West Saint Bernard Highway to the north, Chalmette Battlefield to the west, and an industrial facility to the east. Military Cemetery Road runs longitudinally through the site, connecting the main entrance to the levee. Key features include the Superintendent’s Lodge near the entrance, the Monument to the Grand Army of the Republic at the southern end, historic brick perimeter walls, iron fencing and gates, monuments, and designed cultural landscape elements.
Transferred from the War Department to the National Park Service in 1933, the cemetery reflects over 150 years of continuous use and is managed to preserve its historic character, solemnity, and cultural significance within the broader national park setting.
The site sustained significant impacts from Hurricanes Zeta (2020) and Ida (2021), including widespread flooding, ground subsidence, and damage to landscape features and infrastructure. Funding provided through Disaster Supplemental (DS-22) and additional Legacy Restoration Funds supports a comprehensive rehabilitation effort addressing both storm damage and long-term preservation needs.
Currently, approximately 25 percent of grave markers are missing, damaged, or illegible, and all markers require cleaning, resetting, and realignment. Trenches have formed along grave rows due to subsidence. The stormwater management system is non-functional, contributing to frequent ponding and flooding caused by inadequate grading and poor drainage connections. The historic brick enclosure walls and iron fencing require repair and rehabilitation. Tree canopy has declined significantly, turf conditions are poor in flood-prone and shaded areas, and historic plantings and landscape features—including those at the Superintendent’s Lodge and entrance—have been lost or degraded. Character-defining features such as monuments, cannon tubes, gates, and fencing require conservation treatment.
The scope of work for this project focuses on the repair, stabilization, and preservation of the cemetery’s historic landscape and contributing features. Work includes, but is not limited to:
• Cleaning, straightening, raising, realigning, and replacing grave markers
• Minor conservation and cleaning of monuments and historic features
• Rehabilitation of gates, iron fencing, and perimeter brick walls, including repointing and structural repairs
• Grading improvements and restoration of a functional stormwater management system to reduce flooding and subsidence
• Restoration of historic plantings, tree canopy, turf, and cultural landscape features
• Rehabilitation of walkways, including the entrance walkway and paths at the Superintendent’s Lodge
• Improvements to visitor access and experience, including seating, interpretive elements, circulation, and parking
A14 Page 3 of 3
All work will be performed within the boundaries of the park and in accordance with National Park Service standards for historic preservation, with the goal of preserving the cemetery’s historic integrity, improving resilience to future storm events, and enhancing visitor experience while maintaining the site’s solemn character.
