All responses must be submitted no later than August 14, 2026 at 12:00 p.m. Mountain Time via email to jennifer_rollin@ios.doi.gov and must include firm name, address, phone number, and UEI number. Interested firms must be registered in the System for Award Management (SAM) and provide small business status information through either the RFQ or Online Representations and Certifications (ORCA). This notice is not a solicitation and imposes no commitment on the Government; responses will be used to inform the acquisition strategy for a future solicitation to be posted on the Federal Business Opportunities website.

SOURCES SOUGHT

This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of a small business firm eligible to compete under North American Industrial Classification System (NAICS) code 811210 – Electronic and Precision Equipment Repair and Maintenance with a Small Business Size Standard of $34M for an upcoming requirement for a maintenance agreement for the high performance liquid chromatography (HPLC) system.

The following is a brief description of the requirement.

Introduction:

We are requesting the purchase of a FlexCHOICE coverage plan, a service and maintenance plan that covers our HPLC (high performance liquid chromatography). This service includes validation of the functionality and accuracy of the equipment and is needed to comply with Good Laboratory Practices and our standard operating plan for lampricide quality assurance. The FlexCHOICE coverage plan is fully comprehensive and covers one annual performance maintenance visit, travel costs, calibration of equipment, and all parts used in corrective maintenance. Onsite support for major repairs, parts, labor, travel costs, and priority telephone support during the coverage period are included in the plan.

Background:

The Great Lakes Fishery Commission was established by the Convention on Great Lakes Fisheries between Canada and the U.S. and was ratified on October 11, 1955 to control the invasive species sea lamprey, coordinate research, and improve the fishery. The USGS, Hammond Bay Biological Station is a cooperator in this research program.

As required by the Memorandum of Agreement with the Great Lakes Fishery Commission (GLFC), the Hammond Bay Biological Station (HBBS) has responsibility for providing quality assurance testing on TFM (the primary lampricide used for sea lamprey control) for purity and effectiveness. These tests are conducted using a high performance liquid chromatography system (HPLC). HBBS is currently using a Waters Empower HPLC system.

SCOPE

The Contractor shall provide all labor, travel, administration, supervision, supplies, and equipment to perform annual maintenance required on the HPLC system currently located at the HBBS. Performance shall be in strict accordance with all terms, conditions, general and special provisions, and attachments contained in this contract or incorporated by reference

TECHNICAL REQUIREMENTS

The contractor is required to visit the HBBS annually to perform maintenance and calibration of the HPLC equipment and software to guarantee peak performance and compliance. If more visits are necessary because of equipment malfunction it will be the contractor’s responsibility to travel to the HBBS to repair equipment or software and provide all parts needed to get the HPLC working at peak performance.

THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary.

This is NOT a Request for Proposal (RFP), Request for Quotation (RFQ) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this source sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.

Responses to this announcement are requested from (1) Small Business firms; (2) Service-Disabled Veteran-Owned Small Business firms; and (3) Woman Owned Small Businesses.

In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy.

A firm is considered small under NAICS code 541380 – Testing Laboratories. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (3) above, any solicitation may be issued as unrestricted without further consideration.

Interested small business firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM, and UEI NUMBER.

Your company must have a Unique Entity Identification (UEI) number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFQ or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government and only needs updated annually.
