Interested businesses are requested to provide information on their company details, business classification, bonding capacity, relevant experience, and any marketing materials. Responses are due by June 7, 2024 and should be submitted to the Contract Specialist. The government will use the responses to develop the acquisition strategy, including the potential for a small business or other socioeconomic set-aside.

Purpose: This is a sources sought notice for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.
Additional Information: Specifications and drawings have been included with this notice. All documentation is considered to be in a DRAFT format and has been provided for comment. Comments received may be used to make corrections, revisions, and/or other requirement changes depending on the nature and type of information received. Any comments provided shall be considered public information and the government reserves the right to use the information provided without restriction.
Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

Small Business Size Standard: $19.0M
Solicitation: The BLM anticipates issuing a request for proposals in June or July 2024.
Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.
Magnitude of Construction: Between $1M and $2M.
Anticipated Period of Performance: 180 calendar days after issuance of the notice to proceed.
Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to remove old fencing & panels and install approximately 4.86 miles of new fencing & panels. The project location is on the San Pedro Riparian National Conservation Area (SPRNCA) located in Cochise County, AZ. Refer to the DRAFT plans and specifications for more specific information.
Submission / Response Contents: Interested businesses (small or large) shall submit the following information:

| (2) | Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108. Misrepresentation of size status can result in penalties. If large, please indicate if your company is an Indian-owned economic enterprise. If small, please indicate all relevant small business socioeconomic classifications as follows: |

(4) Information demonstrating experience and capabilities on projects of the same or similar size, scope, and magnitude. Information regarding projects completed under similar construction conditions is requested.
(5) Interested companies may also submit existing marketing materials such as capability statements and brochures.
