1. This sources sought is being published, for market research purposes only, to identify potential sources capable of providing the Department of Interior (DOI), Bureau of Land
Management (BLM) the services as identified below. The BLM has a potential for demolition of all structures, debris, docks, and any hazardous materials from the 0.18-acre island in Lake
Vermillion, Minnesota.
The requirement includes the following tasks:
• All structures, docks, and debris shall be removed and disposed in an appropriate manner that is complaint with all state and federal laws/regulations.
• All hazardous material shall be placed into proper containers and taken to an approved disposal site. Contractor shall follow all Minnesota Rules regarding the testing of materials, removal, transportation, and disposal of hazardous waste.
• Any equipment, such as excavators or backhoes, used on the island needs to contain
EPA-approved environmental acceptable lubricants that are biodegradable, minimally toxic to aquatic organisms and non-bio accumulative.
• Any use of equipment on the island should be as minimal as possible and ground protection mats must be used where the machine shall operate over soil.
• Post-work debris disposal report: Contractor shall provide proof of disposal, including the destination, reported weight, and a copy of the invoice.
“Draft” Statement of Work (SOW) is attached.
2. This is only a Sources Sought Synopsis and is not a Request for Quote (RFQ). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the
Government to issue a solicitation or ultimately award a contract, nor does it restrict the
Government to a particular acquisition approach. Responses to this sources sought synopsis will be used for a market survey analysis to determine interested parties and if the contemplated acquisition will be conducted under full and open competition, total small business set-aside or further set aside for a socio-economic business.
3. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and future RFQ.

STATEMENT OF WORK
Introduction
The Bureau of Land Management (BLM) is responsible for the management of 70 islands in
Lake Vermillion, Minnesota. In 2003, the Bureau of Land Management (BLM) issued a three-year permit for a recreational cabin to an individual with the right to renew for his
"lifetime" with no rights to assign or otherwise transfer the permit to a subsequent party. The permit was issued to resolve the unauthorized use and occupancy of the island by the family which began in 1921. Pursuant to 43 CFR 2920.9-3(a)(1), the use permit automatically terminated by operation of law on December 31, 2018, the end of the period for which it was issued.
Objectives
The BLM has a requirement to remove all structures, debris, docks, and any hazardous materials from the 0.18-acre island located in Lake Vermillion, Minnesota. The structures include a 22.5’x12.5’ cabin, a 6’x4’ shed, a 10’x6.5’ shed, and a 10’x7.5’ shed. The
Contractor shall move the materials for disposal to an appropriate disposal site in Minnesota that complies with State and Federal regulations. All hazardous material shall be placed into proper containers and taken to an appropriate disposal site. There are hazardous materials on the island such as propane tanks, fuel cans, oil containers, and fuel lines. The BLM is not aware if tanks contain any gas or fuel, or oil. Minnesota Administrative Rules 7035.0805
Subpart 1 says the state of Minnesota requires “hazardous materials or items present in structures are removed prior to the commencement of renovation or demolition and that the hazardous materials or items generated as a result are properly characterized and disposed of or recycled.” The structures on the island were tested for asbestos in 2023, and asbestos was found within the window glazing on the windows in the main cabin. The asbestos shall be removed by an approved asbestos contractor by the state of Minnesota. The Contractor shall be responsible for following all the demolition rules at the following link: See Appendix A for maps, photos, links, and asbestos results. The Contractor shall obtain any necessary http://www.es.blm.gov/ permits for demolition. The Contractor shall abide by any and all conditions set forth in said permits. This work shall be completed between May 2024 and September 2024.
Deliverables
1. Comprehensive Technical and Management Plan. The Contractor shall provide a written plan for the BLM in advance of starting the project. The plan must include the following:
a. A listing of personnel, including subcontractor(s), working on the project.
b. Key personnel and their responsibilities during the project.
c. Qualifications and experience of personnel and subcontractors.
d. Detailed description of how the activities shall be performed.
e. Detailed listing of the equipment to be used in the project.
f. Detailed procedure of identifying and handling of hazardous materials.
g. Waste storage and disposal methods.
h. Debris Management Plan (detailed plan on how the Contractor shall follow the debris rules (see Appendix A Link 1: Minnesota State Rules 1)
i. Project Work Schedule.
2. Complete removal of each structure, docks, and any associated debris in accordance with the demolition rules of the state of Minnesota. (See Appendix A Link 1: Minnesota State
Rules)
a. All structures, docks, and debris shall be removed and disposed in an appropriate manner that is complaint with all state and federal laws/regulations. All hazardous material shall be placed into proper containers and taken to an approved disposal site. All metal objects that go subsurface shall be cut at surface level. All metal objects that go subsurface shall be documented and the contracting officer’s representative (COR) would determine if the metal object would be capped by the
Contractor for safety concerns. Any equipment, such as excavators or backhoes, used on the island needs to contain EPA-approved environmental acceptable lubricants that are biodegradable, minimally toxic to aquatic organisms and non-bio accumulative.
b. Any use of equipment on the island should be as minimal as possible and ground protection mats must be used where the machine shall operate over soil. Ground protection mats must be at least a half inch thick and wide enough to cover the width of the equipment. Due to site conditions, it is not foreseeable that the
Contractor would be able to use the island for equipment cache or storage during operations. The Contractor shall not store fuel on the island. All debris and hazardous waste containers must be marked (see Appendix A Link 3: EPA
Hazardous Waste Containers EPA) so that they are readily identified. In addition, the Contractor must ensure that there is a clear audit trail for all items until the final recycling or treatment/disposal is accomplished.
c. Post-work removal report: Contractor shall provide before removal and after removal photos of each structure.
d. Post-work debris disposal report: Contractor shall provide proof of disposal, including the destination, reported weight, and a copy of the invoice.
e. Hazardous waste: Contractor shall follow all Minnesota Rules (See Appendix A
Link 1: Minnesota State Rules) regarding the testing (See Appendix A Link 4:
Minnesota State Rules 2) of materials, removal, transportation, and disposal of hazardous waste.
f. No trees shall be removed in the project area.
g. Straw wattles shall be used around the perimeter of the island and straw mats shall be installed in the foundation imprint of the cabin post removal.
3. Permits: The Contractor shall be responsible for identifying and acquiring all permits needed for this project.
• All work must be accepted by the COR prior to final payment.
Work Hours/Schedule:
All actions must be completed between May 1, 2024 and September 30, 2024. The Contractor shall follow all local county rules on hours of operation of noise producing equipment.
The Contractor shall observe the following as legal public holidays and no work shall be performed:
• New Year’s Day
• Martin Luther King’s Birthday
• Presidents’ Day
• Memorial Day
• Juneteenth
• Independence Day
• Labor Day
• Columbus Day
• Veteran’s Day
• Thanksgiving Day
• Christmas Day
NEPA and Other Laws and Regulations:
This project is under environmental review in accordance with NEPA and other associated environmental laws and regulations, including but not limited to:
• FLPMA (The Federal Land Policy and Management Act of 1976 as
Amended)
• FAR (Federal Acquisition Regulation)
• R&PP (Recreation & Public Purposes Act)
• ESA (Endangered Species Act)
• NHPA (National Historic Preservation Act)
• EO 13175 (Consultation and Coordination With Indian Tribal Governments)
Inspections and Acceptance:
Reports: All reports must be approved by the Contracting Officer Representative. Reports shall be provided in PDF format.
• Comprehensive Technical and Management Plan (See Comprehensive Technical and
Management Plan above for list)
• Debris Report: measured in tonnage by each load and a total weight, name of the sites used for disposal, date of disposal, and a minimum of two pictures.
Government Responsibilities:
a. Provide final inspection of services provided by the Contractor.
b. COR would review and sign that services have been received.
Safety Requirements:
In performing the scope of work, all safety on or off the site shall be the sole responsibility of the
Contractor. The Contractor shall be solely responsible for initiating, maintaining and supervising all safety precautions in connection with the work. The Contractor shall provide a safety plan that aligns with relevant OSHA and DOI (See Appendix A Link 5: BLM Manuals) regulations and policies for on-water operations and abide by this plan for all project operations. The
Contractor shall have on site at all times an appropriate first-aid kit.
All Contractor personnel shall comply with all applicable Federal, State and local laws while engaged in the performance of this contract to include safety policies and regulations (See Safety
Manual at Link under Appendix A Link 5: BLM Manuals) established by the BLM. Supplements or amendments to listed publications may be issued during the life of the contract.
A. Occupational Safety and Health
The Contractor shall comply with all provisions of the Wouldiam-Steiger Occupational
Safety and Health Act of 1970, all applicable safety and health regulations that have been promulgated by the Secretary of Labor under the Wouldiams-Steiger Occupational Safety and Health Act of 1970, to include 29 Code of Federal Regulation (CFR) Part 1910
(Occupational Safety and Health Standards), and all applicable safety and health codes and standards of the state and local jurisdictions where the work is to be performed.
Periodic inspections would be made by the Government to ensure safe and healthy working conditions. Provisions of the Wouldiam-Steiger Occupational Safety and Health

B. Safety, Health, and Environmental Requirements
The Contractor shall ensure that their personnel comply with all BLM safety, health, fire protection, and security policies, guidelines, and directives. The Contractor shall ensure safety in the assigned work area of the 0.18-acre island as well as unassigned work areas
(including but not limited to the path to and from the island and the path to and from the boat launch to the disposal site). Prior to any work being performed, the Contractor shall advise personnel performing the work of any hazards involved.
C. Energy Conservation
The Contractor shall participate in Government utility conservation and resource recycling programs. The Contractor shall instruct all personnel in energy and resource conservation practices and shall require them to operate utilities under conditions that preclude wasteful use of energy. Current recycling programs include aluminum cans, paper, and printer ink cartridges. Federal guidelines concerning recycling can be found at http://www.ofee.gov.
Miscellaneous Information:
• There are no government-provided bathrooms, the Contractor shall provide their own
Port-a-John and Service.
• There are neither live electricity nor live water connections to any structures.

This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA
600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample.
