Sources Sought Notice

20 November 2024

Purpose: This is a sources sought notice for the purpose of conducting market research. Proposals are

NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.

The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.

Additional Information: Any comments provided shall be considered public information and the government reserves the right to use the information provided without restriction.

Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

Small Business Size Standard: $45M

Solicitation: The BLM anticipates issuing a request for proposals from January-February of 2025.

Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.

Magnitude of Construction: More than $10M

Anticipated Period of Performance: 550 calendar days after issuance of the notice to proceed.

Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to complete construction of site features including curb and gutter, sidewalks and slabs, https://www.blm.gov/ concrete pavement, drainage system, site utilities, site demolition, other required site elements, and construct a new building, including structure and foundation, layout and installation of systems and equipment, electrical and grounding, water system, plumbing and waste piping, HVAC, building demolition, and other required elements. The project location is: Shoshone Administrative Site, located at

400 West F St, Shoshone, ID 83352.

Submission / Response Contents: Interested businesses (small or large) should submit the following information:

(1) Company name, DUNS number, SAM UEI number, address, point of contact, telephone number, and email address

(2) Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108. Misrepresentation of size status can result in penalties. If large, please indicate if your company is an Indian-owned economic enterprise. If small, please indicate all relevant small business socioeconomic classifications as follows:

A) SBA certified Historically Underutilized Business Zone (HUBZone) business

B) Service-Disabled Veteran-Owned Small (SDVOSB) business

C) SBA certified Woman Owned Small (WOSB) business

D) Economically Disadvantaged Woman Owned Small (EDWOSB) business

E) 8(a) business (include program entry and expiration)

F) Socio-economically disadvantaged business

G) Indian-owned small business economic enterprise

(3) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.

(4) Information demonstrating experience and capabilities on projects of the same or similar size, scope, and magnitude. Information regarding projects completed under similar construction conditions is requested.

(5) Interested companies may also submit existing marketing materials such as capability statements and brochures.
