Purpose: This is a sources sought notice for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.
Additional Information: Specification and drawings have been included with this notice. All documentation is considered to be in a DRAFT format and has been provided for comment. Comments received may be used to make corrections, revisions, and/or other requirement changes depending on the nature and type of information received. Any comments provided shall be considered public information and the government reserves the right to use the information provided without restriction.
Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
North American Industry Classification System (NAICS) code: 237990 / Other Heavy and Civil Engineering Construction which includes Marine Construction.
Small Business Size Standard: $45M.
Solicitation: The BLM anticipates issuing a request for proposals from May – June of 2024.
Bonding: Bid, performance, and payment bonds will be required.
Magnitude of Construction: More than $10M.
Anticipated Period of Performance: 847 calendar days after issuance of the notice to proceed.
Project Description: This project is construction services for a shoreline stabilization project in Jupiter, Florida in northern Palm Beach County. The project site lies within the Jupiter Inlet Lighthouse Outstanding Natural Area (ONA), along the Indian River Lagoon and Loxahatchee River. The primary purpose of this undertaking is to stabilize the shoreline, reduce or eliminate erosion, provide for public use where it is compatible with that purpose and enhance aquatic and terrestrial habitats where possible. Refer to the draft plans and specifications for more specific information.
Submission / Response Contents: Interested businesses (small or large) should submit the following information:

| (2) | Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108. Misrepresentation of size status can result in penalties. If large, please indicate if your company is an Indian-owned economic enterprise. If small, please indicate all relevant small business socioeconomic classifications as follows: |

(5) Interested companies may also submit existing marketing materials such as capability statements and brochures.
