THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ONLY

1. This sources sought is being published for market research purposes only to iden�fy poten�al sources capable of suppor�ng the Department of the Interior (DOI), Bureau of Land Management (BLM) Wild Horse and Burro (WH&B) requirement Alfalfa hay.

2. This is only a sources sought and is not a request for quote (RFQ). A solicita�on is not being issued at this �me and this no�ce shall not be construed as a commitment by the Government to issue a solicita�on or ul�mately award a contract, nor does it restrict the Government to a par�cular acquisi�on approach. Responses to this sources sought will be used for a market survey analysis to determine interested par�es and if the contemplated acquisi�ons will be conducted under full and open compe��on, total small business set-aside, or any other socio-economic set asides (8(a), VOSB, WOSB, etc.) Respondents shall indicate in their responses whether they qualify under NAICS 111940, Forage and Feed, Size Standard $2.5M (in millions of dollars) as a Small Business concern, respondents should also include any socio-economic groups they qualify for. If you are a small business, and if the Government were to set this acquisi�on aside for small business, you would be required to comply with Federal Acquisi�on Regula�on 52.219-14, Limita�ons on Subcontrac�ng. The small business prime or a similarly situated contractor must perform at least 50% of the requirement.

3. Any informa�on provided by industry to the Government as a result of this sources sought is strictly voluntary. Responses will not be returned. No en�tlements to payment of director or indirect cost of charges to the Government will arise as a result of contractor submission of responses or the Government’s use of such informa�on. The informa�on obtained from industry responses to this no�ce may be used in the development of an acquisi�on strategy and future RFQ.

4. The Government is contempla�ng a delivery over 6 months. The es�mated contract start date is September 1, 2023. The an�cipated contract type is a Firm Fixed Price contract where the contractor will only be paid for actual services provided.

NOTE: The atached Statement of Work is a "DRAFT" version, if a solicita�on is issued the Offeror will be responsible to review the FINAL SOW prior to quote submission. It is offerors' responsibility to ensure any revisions are understood. Addi�onal informa�on, as it becomes available, will be posted as well as amendments to this announcement and will be available for viewing on SAM.gov website at htps://sam.gov/content/opportuni�es. It is the responsibility of the interested par�es to review the site frequently for any updates/amendments to documents. All poten�al offerors are reminded, in accordance with Federal Acquisi�on Regula�ons (FAR) 52.204-7 -- System for Award Management (SAM) registra�on is required prior to award of any contract. Lack of registra�on in SAM will make an offeror ineligible for contract award.
