About this file

This Sources Sought Notice is issued by the Department of the Interior's U.S. Geological Survey (USGS) to determine small business interest in providing capsule filters for the National Water Science Center in Lakewood, CO. The requirement is for 8,000 capsule filters with specific technical specifications, including a Versapor membrane, 0.45 μm pore size, and precise limits of detection for multiple chemical analytes. The filters will be used in water sampling and testing programs, with critical emphasis on maintaining data consistency across environmental sample collection.

The solicitation is specifically targeted at small businesses and ISBEE small businesses under NAICS Code 334516 with a size standard of 1,000 employees. Interested firms must submit a response by August 5, 2025 at noon Mountain Time, including references, socioeconomic status, company details, UEI number, SAM registration, and a three-page capability statement. The government anticipates a firm-fixed price, single award contract, with quality assurance testing required for each lot. Preferred manufacturers include Cytiva (Pall) and GeoTech, though "equal" products meeting detailed specifications will be considered. The response is voluntary, and the government is not obligated to issue a solicitation.

SOURCES SOUGHT NOTICE – DOIGFBO250058

This is a SOURCES SOUGHT NOTICE. The Department of the Interior (DOI), U.S. Geological Survey (USGS), is conducting a MARKET SURVEY to determine the interest and capability of any small business or ISBEE small business firms eligible to compete under NAICS Code 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees for an upcoming requirement for the USGS National Water Science Center located at the Denver Federal Center, Lakewood, CO.

The Government anticipates awarding a firm-fixed price, single award as a result of a solicitation that may be issued.

Background: The U.S. Geological Survey (USGS), National Water Quality Laboratory (NWQL), located in Lakewood, CO, has a requirement for filters for use in Water Mission Area (WMA) water sampling and testing programs. The USGS, WMA, and NWQL strive to maintain national consistency in all environmental samples collected by their personnel. The scientific analytical data from these samples is available and presented for use by other agencies and the public. It is extremely important that the filters acquired hereunder will continue to provide consistency with the data that has been obtained, in some cases, for over a decade. Consistency in data is critical for the NWQL and USGS programs across the country for which the Lab does analysis. Unlike commercial labs, the NWQL, and the USGS programs they support, monitor trends in the data.

Scope: This purchase description covers the requirement for filters required by the NWQL to conduct their analysis.

Requirement: Pursuant to Clause 52.211-6 Brand Name or Equal, this purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient characteristics that “equal” products shall meet are specified herein.

The following information concerning the brand names providers for the item is provided for the convenience of offerors. Cytiva (www.cytiva.com) and GeoTech ( Geotech Home Page (geotechenv.com). Offerors offering other than PALL or GeoTech products shall meet or exceed the following brand name salient characteristics. Offerors shall include product documentation, including certificates of analysis (COAs) for the two most recent lots, which readily verifies that the product meets or exceeds the brand name salient characteristics listed below. See Clause 52.211-6 Brand Name or Equal.

Salient Characteristics:

1. Required products:

Filter, Capsule, Cytiva (Pall) Part #12180 or GeoTech dispos-a-filter, GeoTech Part #73050004, Pack/50 (NFSS #Q398FLD)

· Shall have the following filter media: Versapor® membrane (acrylic copolymer on a non-woven support).

· Shall be a self-contained, disposable device with a housing made of polypropylene.

· Shall have of an effective filtration area of no less than 700 cm2.

· Shall have Inlet/Outlet Connections of 1⁄8 in. MNPT.

· Shall have a maximum operating temperature of no less than 88 °C (190 °F).

· Shall have maximum operating pressure of no less than 3.4 bar (340 kPa, 50 psi) at ambient temperature.

· Shall have a pore size of 0.45 µm.

· Shall have a flow rate of no less than 500 mL per minute.

· Shall meet or exceed the limits of detection listed in the table in Section 2: Vendor tested limits of detection for the capsule filter.

2. Vendor tested limits of detection for the capsule filter:

Limits of Detection (LOD) for stated analytes for capsule filters.

Analysis is performed following a 1-liter flush of ultrapure (18 Megohms) water for the capsule filters.

3. Labeling requirements for both products shall be in accordance with the following:

a. All inks and labels shall be waterproof and on the outside of the housing.

b. Pad print or affix a label to the casing of the filter so as not to interfere with the flow path of the water.

c. At a minimum, the pad print or label shall contain the following information:

· Manufacturer or supplier’s name

· Filter pore size (e.g. 0.45 um)

· Part # XXXX

d. Capsule filters only: Pad print or affix a directional arrow indicating flow path on the outside of the capsule. The directional label shall be waterproof and shall not peel off or be destroyed during or after contact with water.

4. Lot requirements for the capsule filter:

All filters shall be from one capsule and media/membrane lot per shipment. Include a certificate of compliance/analysis with each shipment. Certificate of compliance/analysis shall list the lot number and filter media/membrane of the filters.

5. Single lot requirement:

All 8,000 capsule filters must be from the same lot/run. All 8,000 capsule filters must have the same capsule lot number and membrane lot number. Individual capsule filters outside of the lot/run will not be technically acceptable.

Quality Assurance: The acceptability of items delivered hereunder will be determined by quality assurance (QA) testing of each lot at the NWQL. The capsule filters shall be of sufficient quality to support the detection limits attainable by the NWQL for all applicable methods. In addition to the placed order, the offeror shall supply fifty (50) capsule filters of each lot to accommodate this QA testing. These capsule filters shall be provided at no cost to the Government. Acceptance of the entire lot will be based on the results of these analyses.
