About this file
This is a Source Sought Synopsis issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) for market research purposes.
The Government seeks to identify vendors capable of providing five rental Beechcraft King Air B200 aircraft for the U.S. Wildland Fire Service (USWFS) Aerial Supervision Module (ASM) Program for use as lead planes in wildland fire operations. The aircraft must be model years 1984-2013 with serial numbers BB-1192 through BB-2019, and must never have had winglets or a cargo door. The contractor will be responsible for providing the aircraft, insurance, and all maintenance (scheduled and nonscheduled) to keep aircraft airworthy per FAA regulations and DOI policy, while the Government provides the pilot and fuel. Aircraft must be available for use up to 14 hours per day, seven days a week, for 240 consecutive days approximately February 1st through September 27th, with possible day-by-day extensions thereafter. The base of operation is Boise, Idaho, with potential dispatch throughout the contiguous United States, Alaska, and occasionally Canada and Mexico. The expected contract will be a five-year ordering period. This is a voluntary market research request with no solicitation currently issued and no financial responsibility assumed by the Government. Vendors must respond with point of contact information, small business status under NAICS code 532411 (size standard $35M), FAA registration numbers of available aircraft, maintenance support plan details, and any comments or suggestions. Questions must be submitted to james_a_marvin@ibc.doi.gov no later than 1500 MST on May 20, 2021.

Text version
The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) is issuing a source sought synopsis as a means of market research. The purpose is to identify parties that have an interest and capability to provide five rental Beechcraft King Air B200 aircraft for the U.S. Wildland Fire Service (USWFS) Aerial Supervision Module (ASM) Program for use as lead planes. Specially trained USWFS lead plane pilots perform aerial supervision over incidents such as wildland fires, coordinating and leading air tankers, transportation of personnel and/or cargo, and related activities. The Government will provide the pilot and fuel. The Contractor will provide the aircraft, insurance, and maintenance, both scheduled and nonscheduled, as required to keep the aircraft airworthy in accordance with Federal Aviation Administration (FAA) regulations and DOI policy.
Lead planes are required to fly low through the air turbulence caused by the interaction of wildfires and winds. Due to this flying environment it has been determined that the B200 aircraft must be 1984-2013 model years, serial numbers BB-1192 through BB-2019, and never had winglets and/or a cargo door.
The expect contract will be a five year ordering period. Aircraft must be available for use by the Government for up to14 hours per day, seven days a week, for 240 consecutive days approximately February1st through September 27th with the possibility of a day-by-day extension after September 27th.
The base of operation will be Boise, Idaho. The aircraft may be dispatched throughout the contiguous United States, Alaska, and occasionally in Canada and over Mexico as needed.
