Title: Engineering and Architecture Modeling Software (EAMS) tool

Issue Date: May 9, 2024

Response Due Date: May 16, 2024

Introduction:

This Request for Information is for an Engineering and Architecture (EA) modeling software tool. The purpose of the Engineering and Architecture Modeling Software (EAMS) acquisition is to acquire modeling software, support services and training to enable the development and maintenance of IHS business process models (BPMs) for the Health Information Technology (IT) Modernization Program.

This tool will empower developers to construct EA models consistently, collaboratively, and efficiently, facilitating the advancement of IHS's business processes and IT systems. By integrating this EA modeling software, the organization aims to realize its strategic objectives, offering an enterprise-level solution that enhances patient care and outcomes.

Purpose:

As part of its market research, DOI is issuing this RFI to determine:

i. If there are contractors capable of providing support as further described in the requirements list below and attached draft Performance Work Statement (PWS); and

ii. Whether the requirement is suitable for a small business set-aside.

Disclaimer:

This RFI is issued solely for information and planning purposes and does not constitute a Request for Quotations (RFQ). The Government does not intend to award a Schedule order(s) or BPAs based only on responses to this RFI. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. All submissions become DOI’s property and will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if issued.

Proposed Acquisition Strategy:

An RFQ to satisfy the total requirement.

Period of Performance:

The anticipated period of performance will be one (1) base year and four (4) option years.

Requirements list:

Task 1: Software Function Requirements Task 2: Security Requirements Task 3: Technical Requirements Task 4: Training Requirements

Further details of each are included in the attached draft PWS.

The EA development environment will provide the following tasks needed to achieve the objective:

Facilitate the creation of IHS EA enterprise models, allowing IHS developers to comprehensively describe the organization's business processes, services, enterprise software capabilities, and information technology infrastructure.

Offer analytical and reporting support to IHS leadership. The EA modeling software tool will serve as a vital resource for informing decision-makers, enabling them to conduct a thorough impact analysis of their decisions across various dimensions, including cost, schedule, performance, and system perspectives.

Provide a means to standardize terms, processes, and data across IHS and with IHS stakeholders.

Implement data storage and management consistent with FEDRAMP, PHI/PII, and other security requirements.

Support collaborative development and review of models and other digital products natively and through export to dashboards and other tools.

Provide IHS leaders with the information needed to visualize the IHS system's current, interim, and objective states, visualize gaps, and do so natively and through export to dashboards and other tools.

RFI Response Submission:

(b) No telephone calls will be accepted.

(c) No marketing or promotional materials are allowed as part of this RFI.

RFI Response Preparation Instructions:

Review the requirements list and draft PWS attached.

Responses must follow the format and instructions as outlined below:

o All responses must maintain one-inch margins, 12-point Times New Roman font, and be single spaced.

o All information submitted shall be UNCLASSIFIED.

o Responses must not include proprietary information.

Please provide a capability statement of no more than 5 pages that describes your capabilities in relation to the draft PWS. Ensure your response includes discussion about your previous experience with work of similar size and scope and whether your solution is FEDRAMP compliant.

If applicable, industry responses to the following questions (of no more than 3 pages) could be taken into consideration to help finalize the draft PWS.

Is there additional information you need to be provided in order to fully understand the requirement?

Are there any requirements included in the draft PWS that are unreasonable and/or unattainable?

What other recommendations do you have to better structure this requirement? What risks or other factors, if any, does your company foresee that may deter your company from submitting a proposal/quote for this requirement?

If applicable, industry may include any other feedback they feel could be useful, limit to 2-pages.

If chosen, vendor can include pricing information for market research purposes only in excel format.

Conclusion:

The Government appreciates industry’s involvement in this market research effort. It is strongly recommended to address all areas of requested information to greatest extent possible as this information will be used to further refine the requirement as well as help determine the most appropriate acquisition strategy, including the extend in which this requirement can be set aside for small businesses.
