About this file

This Request for Information (RFI) seeks vendors to provide Global Anonymous Sexual Assault Hotline Services for Peace Corps Volunteers (PCVs) serving in 61 countries. The requirement is for a comprehensive hotline solution that offers 24/7/365 confidential crisis counseling, sexual assault reporting mechanisms, and support services across multiple communication channels including telephone, online chat, text, website, and mobile app. Counselors must have a minimum of 40 hours of rape crisis counseling training, and supervisors must be licensed psychologists or social workers with specialized crisis counseling experience.

The RFI targets small businesses and seeks detailed capabilities statements addressing the vendor's expertise in low-volume hotline programs, communication method flexibility, and cost-effective 24/7 support. Responses are due by December 11, 2025 at 5 PM Eastern, to be submitted electronically to hanna_mershman@ibc.doi.gov. The contract will have a base year and four 12-month option periods, supporting approximately 3,000 Peace Corps Volunteers. The historical call volume data shows between 10-21 calls per year across various communication channels, indicating a low-volume but critically important service requirement mandated by the Kate Puzey Peace Corps Volunteer Protection Act of 2011.
