About this file

This is a Notice of Intent Synopsis from the Department of the Interior's Interior Business Center (IBC) for a single-source Purchase Order to Magellan Federal for Global Anonymous Sexual Assault Hotline Services on behalf of the Peace Corps' Office of Health Services (OHS). The procurement is classified under NAICS Code 624190 and will cover a 2-month base period with four 1-month option periods. The current proprietary hotline solution, PCSaves, provides 24/7/365 confidential crisis counseling, referral information, and reporting options for Peace Corps Volunteers through telephone, online chat, text, website, and mobile app services.

The sole-source award is mandated by the Kate Puzey Peace Corps Volunteer Protection Act of 2011 and is necessary to prevent a service lapse, as initial market research indicates no other vendor can develop a comprehensive solution by the 12/15/2025 deadline. Interested vendors may submit a capability statement by November 28, 2025, at 2:00 PM EST to hanna_mershman@ibc.doi.gov, referencing RFQ 140D0426Q0052. The government will use received responses as market research, and a follow-on solicitation for a longer-term hotline solution is anticipated early in the new year.

Response Due Date:

NOTICE OF INTENT SYNOPSIS:

The Department of the Interior, Interior Business Center, Acquisition Services Directorate on behalf of Peace Corps’ Office of Health Services (OHS) intends to award a Purchase Order to Magellan Federal, on a single source basis for Global Anonymous Sexual Assault Hotline Services. The Purchase Order shall include a 2-month base period and four 1-month Option Periods.

The intended procurement is classified under North American Industry Classification System code (NAICS) Code 624190 - Other Individual and Family Service.

This is a single source procurement under the authority of FAR Part 13, only the responsible source and no other supplies or services will satisfy agency requirements. This acquisition is conducted under the procedures as described in FAR Part 13 Simplified Acquisition Procedures and FAR Part 12- Acquisition of Commercial Items.

Description:

Peace Corps’ OHS requires a continuation of the commercial Global Anonymous Sexual Assault Hotline Services currently provided by the incumbent contractor, Magellan Federal, under Task Order 1145PC20F0498. The hotline services include live, confidential crisis counseling;

providing information about referrals and Peace Corps’ sexual assault reporting options; and other related services. The hotline is available to all serving Peace Corps Volunteers (PCVs) and staffed 24 hours a day on a year-round basis (24/7/365). The current proprietary hotline solution, known as PCSaves, provides various types of services including telephone, online chat, helpline call back, helpline text, a helpline website, and a helpline mobile app.

Purpose and Objective:

The availability of a sexual assault hotline is mandated by the Kate Puzey Peace Corps Volunteer Protection Act of 2011. Any lapse in the availability of these services to PCVs serving abroad is unacceptable. Peace Corps requires the continuation of the current hotline services solution, PCSaves, as no similar service can be stood up and operational prior to the termination of Task Order 1145PC20F0498 on 12/15/2026.

Initial Market Research suggests there may be other vendors capable of providing these hotline services, however, no vendor can have a new, comprehensive and fully functional solution up and running by the 12/15/2025 deadline. Any new solution would require a minimum of 30 days for development and transitioning-in of services. As such, a competitive solicitation is not an option as it would unquestionably result in a lapse in services presenting an unacceptable safety risk to PCVs serving abroad.

As a result, the only source that can meet this demand for continued services is Magellan Federal.

Issuing a single source Purchase Order which includes a 2-month Base Period and four 1-month Options, will allow the agency to adequately prepare and solicit a longer-term solution without a lapse in these critical services. The posting of a follow-on solicitation for a longer-term hotline solution is anticipated early in the new year.

Period of Performance: One 2-month Base Period and four 1-month Option Periods.

This notice of intent to award a sole source contract is NOT A REQUEST FOR COMPETITIVE

PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.

However, all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements and include: the Unique Entity ID (UEI) and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research.
