SOURCES SOUGHT (MARKET SURVEY)
Replace North Unit Boundary Fence (Reference 140P6321B0015)
The National Park Service (NPS) is conducting a market survey to determine the interest and capability of vendors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy decision based on the results of this market survey and a future solicitation may be issued as unrestricted without further consideration.
This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on FBO/beta.sam. Note that beta.sam is transitioning to SAM.gov on 5/24/2021.
Magnitude: Between $250,000 and $500,000
Background: The North Unit (24,000 acres) boundary fence is an essential component in effective natural resource management. The park must maintain its boundary fence in good condition to keep cattle from encroaching on park land which prevents resource damage, and to keep large park ungulates (bison, longhorn steer, and horses) contained and managed.
Project Location: Theodore Roosevelt National Park, Watford City, ND. Located in southwestern North Dakota.
Project Description: Work consists of furnishing labor, equipment, supplies, and materials, to remove and rebuild with new materials approximately 5.84 miles (28,512 ft) of wildlife woven wire fence, with a smooth top wire, steel posts (U-channel Design) at 16 foot spacing. All existing corners, panels, gates, wood and steel posts along the fence route on the location maps shall be replaced to meet the minimum specifics identified in this scope of work and shown in the attached design documents. Tie fence into existing badlands formations where topography is vertical and precludes a normal fence from being constructed. During wet weather conditions that would not permit the use of these access areas without causing damage (rutting, soil displacement, vegetation displacement), no vehicles or equipment shall be driven during wet conditions which includes: water saturated ground, standing water or thaw events, or when vehicles create ruts that exceed 2 inches in depth during wet conditions.
Performance Period: 470 days. The NPS anticipates multiple phases for the period of performance to accommodate pre-winter and post-winter performance. The phases are expected to end mid-October and begin mid-April. The start and end dates stated are estimates.
On-site work hours: Work shall be generally performed during normal business working hours of 6:00 AM to 5:00 PM, Monday through Thursday, except Federal holidays.
