About this file
This is a Sources Sought document (market survey) issued by the National Park Service for a potential upcoming contract to replace sanitary plumbing and septic infrastructure at the Knife River Historic Indian Villages National Historic Site Visitor Center in Stanton, North Dakota. The project involves replacing all exterior sanitary plumbing infrastructure associated with the Visitor Center building and select indoor plumbing piping, including new interior sewer piping below both floors, a reworked exterior lift station and valve vault with new electrical components, and a new exterior septic system with septic tank(s), cleanouts, distribution box, and absorption trenches. The existing system, installed in 1992, has experienced chronic failures including inadequate pipe diameter and slope that prevent solids evacuation, resulting in backups, building damage to museum collections and storage areas, and temporary facility closures.
The estimated project magnitude is between $500,000 and $1,000,000 under NAICS code 237110 (Water and Sewer Line and Related Structures Construction), with a small business size standard of $45 million. Work must be completed within 120 calendar days of the Notice to Proceed, with site work impacting the existing system scheduled after Labor Day. Interested vendors must submit responses by 12:00 PM MT on April 29, 2026, to joseph_kirk@nps.gov, including firm name, address, phone, email, UEI number, bonding capability, size status/SBA certifications (Small Business, WOSB, HUBZone, SDVOSB, 8(a), ISBEE), description of work to be performed by firm employees versus subcontractors, and a capability statement. This market survey is not a formal solicitation; any resulting RFP will be posted separately on SAM.gov.

SOURCES SOUGHT (MARKET SURVEY)
Replace Visitor Center Sanitary Pumping/Septic Knife River Historic Indian Village Stanton, North Dakota (Reference 140P6326B0006)
The National Park Service (NPS) is conducting a market survey to determine the interest and capability of vendors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy decision based on the results of this market survey and a future solicitation may be issued as unrestricted without further consideration.
Project Description: This project will replace all exterior sanitary plumbing infrastructure associated with the Visitor Center building and select indoor plumbing piping as shown in the drawings. This includes replacement and construction of new interior sewer piping below both floors of the building, reworked exterior lift station & valve vault with all new interior & electrical components interfaced with the existing system, and a new exterior septic system including septic tank(s), cleanouts, distribution box, absorption trenches, etc. The existing sanitary system within the Visitor Center has endured issues since construction was completed back in 1992. Existing internal pipes fail to completely evacuate solids from the building, leading to backups and obstructing the system. Previous assessments identify a portion of the issue being that the pipes under the main floor level are too large (6” diameter) and at too shallow a slope (< 1.00%) to sufficiently carry solids through the building, exiting externally to the septic system. The basement sewer pipe differs from the as-built drawings, draining to the exterior lift station and is then routed back into the building at a higher elevation, connecting to the main level sewer pipe near the center of the building, finally exiting the building on the southeast side, where it makes its way to the septic tanks, dosing siphon, and filter field. There have been numerous catastrophic events involving the ejection of solids through the building’s floor drains, causing damage within the Museum Collection, Friends Group Storage, and Interpretation Storage areas. These events have led to temporary closures of the Visitor Center while maintenance staff have had to mitigate the backups and damage, leading to public health and safety concerns for both employees and visitors.
