Project Information:

GRCA 318719 – North Rim & Roaring Springs Utilities Rehabilitation

The National Park Service has a requirement for improvements to the utility systems at the North

Rim and certain inner canyon sites at Grand Canyon National Park. The project will rehabilitate utility infrastructure systems located on the North Rim and related inner canyon facilities at

Roaring Springs Pumphouse (RSPH)/Manzanita/Cottonwood Campground. This project will mailto:james_waller@ios.doi.gov mailto:Kristin_tauber@ios.doi.gov mailto:james_waller@ios.doi.gov%20 http://www.sam.gov/ address critical system deficiencies associated with water, wastewater, electrical, and communication systems, along with their associated equipment, components, and support structures. Infrastructure includes water (raw water, treatment, and distribution), wastewater

(conveyance), power and communications (standby power, overhead power, solar power, fiber communications).

This project is expected to be solicited for construction via a best-value, Design-Bid-Build solicitation approach in the summer of 2026.

GRCA 318719 – Construct Temporary Wastewater Treatment Plant at North Rim

Grand Canyon National Park requires the installation of a temporary wastewater treatment plant

(WWTP) at the North Rim to support visitor facilities and campgrounds during reconstruction or upgrades of the permanent wastewater system.

The proposed project would install a temporary, packaged, 90,000 gallon per day (gpd) WWTP along the existing south fenceline of the WWTP (adjacent to the sludge drying beds) until a permanent WWTP can be constructed. The temporary packaged WWTP will include headworks, two 45,000 gpd MBR treatment units, an equalization tank with aeration and pumping system to the MBR units, and a treated effluent break tank and ultraviolet (UV) disinfection system.

Temporary storage units would be installed for chemical storage and laboratory functions. On site utilities (yard piping/cabling) would be installed and connect to existing utilities.

solicitation approach in the summer of 2026.

GRCA 352119 – North Rim Critical Utility Restoration

Grand Canyon National Park requires the repair and restoration of existing potable water, sanitary sewer and electrical distribution infrastructure associated with the repairs of damages to these systems caused by the 2025 Dragon Bravo wildfire.

The proposed project would perform repair and restoration of the existing, NPS owned potable water, sanitary sewer and electrical distribution systems to bring them into operable condition.

Typical work under this project would include potable water system repairs/replacement of piping, hydrants, valves, etc. and re-pressurization, flushing and disinfecting of the system; sanitary sewer system repairs/replacement of piping, manholes, lift stations, septic tanks, drainfields, etc. and jetting, root cutting and flushing of the system; and electrical distribution system repairs/replacement of conductors, switchgear, transformers, etc. and testing and re-energization of the system.

Performance Work Statement (PWS) solicitation approach in the summer of 2026.

GRCA 353101 – North Rim Construct Heavy Equipment Maintenance Facility

The National Park Service has a requirement to replace certain facilities lost in the Dragon Bravo wildfire with a newly constructed North Rim heavy equipment maintenance facility to protect and service the specialized heavy apparatus and oversnow equipment essential for maintaining safe, reliable winter access to the North Rim of Grand Canyon National Park. A dedicated, climate‑controlled facility will provide secure space to store, maintain, and repair key assets including snowplows, graders, rotary plows, SnoCats, snowmobiles and other essential machinery.

The proposed project may be solicited via a streamlined design-build approach, potentially utilizing a design-build Program of Requirements (POR) or Statement of Objectives (SOO) solicitation strategy. This project is expected to be solicited in late calendar year 2026 or early calendar year

2027.

GRCA 257282 – Replace South Rim Wastewater Treatment Plant

Located on the South Rim of the Grand Canyon in the South Rim Village in Grand Canyon

National Park, this project involves the construction of a new 0.65 MGD Membrane Bio-Reactor wastewater treatment plant (WWTP) at the existing WWTP site, including new treatment facilities

(utility connections, site power, electrical, instrumentation and control), administrative and support buildings, utilities, and process systems. Work includes site preparation, relocation of existing storage, installation of process facilities, and complete demolition and removal of existing WWTP infrastructure. The scope of this project also includes site improvements such as grading, paving, and fencing, and the project includes improvements and extension of the access road to the facility.

As part of this construction contract, the construction contractor will provide a 12-month operational support period for the new WWTP. The existing plant will remain in permitted operation by NPS staff until the new plant has been accepted by the Government.

This project is expected to be solicited for construction via a best-value, Design-Bid-Build solicitation approach in the summer of 2026.

GRCA 318719 – North Rim Utilities - Replace North Rim Wastewater Treatment Plant

Located on the North Rim in Grand Canyon National Park, this project involves the construction of a new 0.13 MGD Membrane Bio-Reactor wastewater treatment plant (WWTP) at the existing

WWTP site, including new treatment facilities (utility connections, site power, electrical, instrumentation and control), administrative and support buildings, utilities, and process systems.

Work includes site preparation and installation of process facilities. The scope of this project also includes site improvements such as grading, paving, and fencing.

This project is expected to be solicited for construction via a best-value, Design-Bid-Build solicitation approach in the fall of 2027.

Meeting Date Locations: This is a virtual presentation only. The presentation will be conducted over Microsoft Teams on June 11, 20216 starting at 12:30 PM MT. It is anticipated the presentation will take approximately 1 hour.
