I. PROPOSAL INSTRUCTIONS
A. GENERAL
Thomas Jefferson National Accelerator Facility (TJNAF) is looking to procure the design, fabrication, inspection, testing, and delivery of six Cryogenic Valves per the Technical Specification located in this RFP package. To be considered for award you must submit an offer and the requested information in this Request for Proposal (RFP) package demonstrating your capability and your understanding of TJNAF’s requirements. This RFP will be a full and open competition with a Best Value/Trade-Off supplier selection process. It is TJNAF’s intent to make the award by no later than November 2025. The result of this solicitation will be a firm fixed price subcontract.
1. Unless this RFP expressly authorizes alternate proposals with respect to specific terms or conditions of this RFP, your (1) failure or refusal to assent to any of the terms and conditions of this RFP, (2) proposal of additional terms or conditions, or (3) omission of any material information, will constitute a deficiency, which may make your offer unacceptable to TJNAF.
2. While TJNAF may work with the offeror through the discussion process to correct proposal omissions, errors or deficiencies, TJNAF reserves the right to award this subcontract based upon the initial offers received, without discussions. Therefore, TJNAF advises all offerors to consult with the procurement officer before submitting an offer that proposes a different design or product unless such alternate design or products are encouraged by the Technical Specifications. TJNAF also reserves the right to conduct discussions and to permit offerors to revise their proposals if it is in the best interest of the solicitation.
3. When evaluating your capability to perform the prospective subcontract (see Evaluation Factors for Award) TJNAF will consider how well a supplier complied with the outlined instructions to offerors. TJNAF will consider any significant failure to comply with these instructions to be indicative of what we could expect from you during subcontract performance. Please contact the procurement officer if you do not understand any part of the solicitation instructions.
4. Offerors must submit their proposals in an electronic format.
B. CONTENTS OF PROPOSALS
1. Business Proposal must include the following:

Suppliers are to show that adequate project management and technical resources are available and are to describe that in the event of a loss to a key staff member, a subcontractor, or a technical support resource availability, those resources would be replaced to mitigate risk and maintain a successful, sustainable project effort.
II. EVALUATION FACTORS FOR AWARD
A. General
Jefferson Lab (TJNAF) will award a subcontract based on Best Value determined by (1) Capability and (2) Price. Capability will be assessed based on two categories: Responsible/Responsiveness and Technical, as outlined below:
1. Responsible/Responsiveness: TJNAF will consider an offer capable if it meets the terms and conditions of the RFP, including all attachments and documents incorporated by reference. Any exceptions to TJNAF specifications will be subject to review and approval before award. Exceptions, additional conditions, or omissions may render the offer ineligible. All exceptions must be documented on the PD 46 T&C Certification form.
If you (1) take exception to any of the terms and conditions of the RFP except as specifically authorized therein, (2) impose additional conditions, or (3) omit material information required by this RFP, then TJNAF may consider your offer to be unacceptable and you to be ineligible for subcontract award. All exceptions must be documented on the PD 46 T&C Certification form.
2. Technical: Offerors must demonstrate extensive capabilities and experience in fabricating Cryogenic Valves.
TJNAF will evaluate capability based on four factors: (a) Technical, (b) Schedule (c) Proposal and
(d) Quality. The subfactors listed below are part of the evaluation process:
(a) Factor 1: Technical (50% of Total Evaluation Rating)
Suppliers must demonstrate conformance to the required specifications, understanding of technical requirements, and proven reliability in delivering Cryogenic Valves. Documentation must include:
• Subfactor 1: Flow coefficient (30%). Flow coefficients of proposed valves are equal to or larger than the requirements obtained from the process design and listed in the specification
Instructions to Offerors & Evaluation Process Page 4
• Subfactor 2: Heat leak (30%). Stem heat leak of proposed valves are equal to or less than the requirements obtained from the process design and listed in the specification documents.
• Subfactor 3: General technical requirements (40%). Other technical requirements pertaining to the valves and actuators meet the project needs.
(b) Factor 2 Schedule Offeror’s proposed products and delivery schedule will not impede JLab’s ability to complete the project on schedule. (30% of Total Evaluation Rating)
• Subfactor 1: Delivery (40%). Offeror’s proposed delivery schedule is in line with overall project schedule and manufacturing timeline.
• Subfactor 2: Integration (60%). Size and shape of proposed product is in line with specifications, and will not require substantial rework of the preliminary design to incorporate.
(c) Factor 3: Proposal. Offeror’s proposal is complete with no substantial deviations from the requirements. (10% of Total Evaluation Rating)
• Subfactor 1: Completeness (50%). All of the requested information has been included with the proposal. Enough detail is included to judge whether the proposed product meets the project needs.
• Subfactor 2: Exceptions (50%). Any exceptions are clearly stated and will not substantially impact JLab’s ability to meet the end user’s technical and record-keeping requirements.
(d) Factor 4: Quality Offeror’s proposal documentation shows compliance with JLab’s quality requirements and welding program. (10% of Total Evaluation Rating)
• Subfactor 1: Quality Program (25%). Evidence of an effective Quality Assurance Program that reasonably conforms to industry standards for the product.
• Subfactor 2: Welding Program (75%). Vendor’s welding procedures and personnel are qualified according to JLab and ASME requirements.
3. Rating Plan – Suppliers will be rated on the above factors and subfactors as per the below rating plan:
SUPERIOR (Numeric Score 4.0 to 5.0) Offeror’s proposal demonstrates excellent understanding of requirements, and significantly exceeds TJNAF’s minimum capability and/or performance standards.
Proposal has exceptional strengths that provide a high degree of benefit to TJNAF and/or considerably less than average risk.
Instructions to Offerors & Evaluation Process Page 5
NOTABLY ABOVE AVERAGE (Numeric Score 3.0 to 4.0) Offeror’s proposal demonstrates good understanding of requirements and exceeds TJNAF’s minimum capability and/or performance standards. Proposal has one or more strengths that provide some degree of benefit to TJNAF and there are few, if any, minor deficiencies that result in less than average risk.
AVERAGE (Numeric Score 2.0 to 3.0) Offeror’s proposal demonstrates acceptable understanding of requirements and meets TJNAF’s minimum capability and/or performance standards. The proposal provides few or no strengths; and may have minor deficiencies that result in an average risk to satisfactory performance.
MARGINAL (Numeric Score 1.0 to 2.0) Offeror’s proposal demonstrates shallow understanding of requirements, and only marginally meets capability and/or performance standards. Proposal has a number of minor deficiencies, or one or more major deficiencies that could impact offeror’s capability to provide acceptable performance, and cause TJNAF to undertake considerable risk.
POOR (Numeric Score 0.0 to 1.0) Offeror’s proposal fails to meet capability and/or performance standards. Proposal has a gross deficiency or numerous other deficiencies which causes the Offeror’s proposal to be non-compliant in one or more area(s) and could cause TJNAF to undertake unreasonably high risks.
4. Remote Interview/On-Site Visitation (If Necessary)
TJNAF may invite a supplier for a remote interview or request an on-site visitation in order to further discuss the details of the technical proposal during the evaluation process. The Procurement Officer will be the one responsible for coordinating any meeting between the supplier and the TJNAF technical team. The supplier’s prospective Project Manager and members of the engineering team, and key personnel would be expected to participate in any interview or on-site visitation. Any additional information received from a remote interview/on-site visitation may increase or decrease a supplier’s technical evaluation rating.
Note: It is expected that the awarded supplier’s technical team will participate in routine virtual meetings with TJNAF team. Site visitations by the TJNAF team at various key points throughout the project to monitor progress will also occur.
5. Price and Price Related Factors
Instructions to Offerors & Evaluation Process Page 6
Cost and total price will be evaluated by the Procurement Officer. Price will not be numerically scored but will be weighed against the advantages of each supplier’s technical proposal to determine if the higher rated technical proposals merit the increased price differentials. If there are multiple suppliers that are technically rated equal, price can be a determining factor.
TJNAF, at their sole discretion, may use a competitive range determination to eliminate offers from further consideration after initial proposal receipt due to significant technical deficiencies or excessive or unrealistic pricing when compared to TJNAF estimates or all other offers received.
6. Source Selection Decision
A comparative assessment of technical proposals that are in the competitive range will be evaluated and ranked from first to last by the TJNAF Technical Evaluation Team based on the weighted technical criteria stated in the sections above. The supplier with the best overall Best Value/Trade-Off proposal will be awarded the subcontract.
