The US Army Corps of Engineers, Rock Island District, intends to procure the upgrade of electronic access control system software on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements.
The US Army Corps of Engineers, Rock Island District, intends to enter a firm, fixed-price contract with Per Mar Security in Davenport, Iowa. The NAICS code for this procurement is 561621 with a size standard not to exceed $22,000,000.00 dollars. See more requirement detail below.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed to the point of contact below by 1000AM CST on 6 September 2022.
A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Rock Island District uses an electronic access control system at three locations to control access to restricted areas at District Headquarters, the Mississippi River Project Office, and Illinois Waterway Project Office. The system requires three pieces of software to work together. FICAM is enrollment software used to encode Common Access Cards (CAC) with the certificates allowing them to be used to access key cards for key card readers on doors. C-CURE is database software used to manage employee authorizations and send those authorizations to individual door key card readers. These two pieces of software transmit data between one another on an MVR virtual server. In the spring 2022 ACE-IT upgraded the virtual server operating system to meet emerging USACE security requirements. The versions of FICAM and C-CURE currently being used create instability in the virtual server causing the system to routinely disconnect. To eliminate this instability, the FICAM and C-CURE software needs to be updated to the latest version.
