This is a Request for Information for the purpose of conducting market research and soliciting comments from industry. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses.

Purpose: The purpose of this notice is to solicit feedback from industry that the National Park Service (NPS) can use in developing a design-build RFP package for the Fort Pulaski National Monument Maintenance Facility project, and to gain knowledge regarding the type of interested businesses and their qualifications. NPS will use information and comments obtained through this notice to develop the most effective acquisition strategy possible. The Government anticipates eventually conducting a competitive acquisition for this requirement.

Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Please see the attached Statement of Objectives (SOO).

Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

Solicitation: The NPS anticipates issuing a request for proposals in in FY25 for this requirement.

Project Description:

The purpose of this design-build project is to construct a new maintenance facility at Fort Pulaski National Monument that will provide adequate space for the efficient and effective maintenance and repair of equipment, include administrative space for personnel, and be environmentally friendly and sustainable. The new facility would reduce operational inefficiencies for Fort Pulaski and at the same time, relocate/consolidate facilities that support fundamental resources to a more sustainable location. This action would also reconfigure facilities to manage current visitor use more effectively and upgrade facilities that no longer meet operational needs.

Submission Contents: Interested businesses should submit the following information:

(1) Company name, UEI number, address, point of contact, telephone number, and email address.

(2) Business type: Classification as a Large or Small Business under NAICS 236220, and any socioeconomic status (8a, WOSB, SDVOSB, etc).

(3) Comments regarding the parameters given in the attached Design-Build Statement of Objectives. This may involve, but are not limited to, the following topics:

- Is this project a good fit to execute through a design-build delivery method?

- What other information, besides what is provided in the SOO, would a bidder need to be able to bid this project as a firm fixed price design-build effort?

- Does the project period of performance and budget appear reasonable?

- Do you have any other comments that will help NPS better develop a design-build RFP package?

Statement of Objectives (SOO)

Project: Fort Pulaski National Monument Maintenance Facility

Mission:

To construct a new maintenance facility at Fort Pulaski National Monument that will provide adequate space for the efficient and effective maintenance and repair of equipment, include administrative space for personnel, and be environmentally friendly and sustainable.

Background:

The existing maintenance facility located in Cockspur Island, just west of Savannah, Georgia. Fort Pulaski is outdated and inadequate for the needs of the park. The new maintenance facility will address the following deficiencies:

• The existing facility is too small to accommodate all the maintenance equipment and personnel, resulting in inefficient workflows and reduced productivity.

• The existing facility is not energy-efficient and does not meet the sustainability goals of Fort Pulaski, contributing to unnecessary operating costs and environmental impacts.

• The existing facility does not provide adequate administrative space for personnel, which hinders communication and collaboration.

• The current maintenance facility was built in 1943. Due to climate change, it floods annually during storms and king tides.

• The maintenance, resource management, and visitor and resource protection offices are each:

• Structurally deficient

• Not ABA compliant

• Not code-compliant in several areas, building, fire systems, accessibility and failing septic.

• Not compliant with NPS physical security standards

• Lacking insulation to operate HVAC systems which are also beyond their lifecycle.

• Presenting safety hazards due to age and failing infrastructure

• Lacking adequate space to accommodate current staffing levels to complete daily park operations.

• VRP office does not comply with the RM9 policy

• The physical separation between key resource preservation staff in maintenance, resource management, and visitor and resource protection offices has decreased operational efficiency.

• Loss of staff time and efficiency of work due to preparing for and responding to regular flooding from frequent climate events.

• Currently not a sustainable operation and does not meet NPS in regard to night skies, T&E, stormwater protection

• Not optimal for circulation and safety.

• Safety considerations (OSHA)

• Demolition of the current facility will not be included in this proposal.

Scope:

Project includes all disciplines necessary to completely design and construct the Project, including, without limitation, all on-site and off-site work. The services sought for this Project include all customary services normally provided under the umbrella of the design-build method of project delivery. This includes, but is not limited to, full design services (planning, design, and compliance, agency approvals/permits, site survey for design and construction (including any additional information required beyond the topographic survey provided by MST), construction, procurement, scheduling, estimating, value engineering, general contracting, building commissioning, project closeout, and warranty services.

The new maintenance facility will be ABA compliant, follow the latest IBC codes, and should include the following square footage and features:

An approximately 9,000sqft pre-Engineered facility with:

• Office/Conference Room: 2700 sqft

• LE/Special Needs: 600 sqft

• Vehicles and Caches: 1800 sqft

• Support Needs (Breakroom, kitchen, Locker rooms including lockers, Restrooms, storage, IT closet, etc.): 2,500 sqft

• Circulation: Stay within GSA TARE standards

• Restroom facilities adequate for X amount of people: 20

• Grand Total: Approximately 9,000 sqft (+/- 10%)

The facility should include:

• A multi-purpose workshop space divided into four areas for the efficient and effective maintenance and repair of equipment and facilities, with ample space for workbenches, tools, and storage.

• The facility must be designed to tie into existing utilities and construction should account for the following typical maintenance facility equipment: hoist lift, two-post or four-post lift, ventilation equipment, structural support and roof sealing assembly, adequate footer foundation, and cast-in-place floor assembly o Hoist Rating per NPS (3-ton, 10-ton, 20-ton, etc.)

• Dedicated storage for small engine equipment, server rooms, law enforcement evidence, janitorial supplies, and Interior Bay storage for:

o Four (4) Polaris vehicles o Four (4) Golf carts

• Administrative semi-enclosed closed offices (5) for various staff (must meet GSA requirements for office space):

o Two (2) for maintenance personnel o Two (2) for Law Enforcement o One (1) for resource manager

• Open floor cubicle/office space to accommodate:

o Seven (7) cubicles and for maintenance crew o Six (6) cubicles for resource crew o Multiple private one and two-person phone booths
