About this file
This Sources Sought Notice (SSN) is a market research document from the National Park Service Denver Service Center seeking information from potential contractors for a comprehensive utility rehabilitation project at Bandelier National Monument. The project involves reconstructing and replacing 60+ year old utility distribution and collection systems, including underground potable water lines, electrical and natural gas distribution, and communication infrastructure, with an estimated construction value exceeding $10 million and a 910-calendar day performance period.
The solicitation targets both large and small businesses, with a North American Industry Classification System (NAICS) code of 237110 and a size standard of $39.5M. The project will focus on creating an integrated utility corridor utilizing existing routes to minimize impact on sensitive natural and cultural resources. The National Park Service anticipates issuing a competitive Request for Proposals (RFP) around June 2, 2025, with interested businesses required to submit detailed company information, business type, bonding capacity, and project experience by May 19, 2025, at 2:30 PM Mountain Time.

Project Scope: Reconstruct and or replace all utility distribution and collection systems to address deferred maintenance and code deficiencies on 60 plus year old systems. Utilities included are underground potable water lateral service lines and the distribution mains for required fire flow and storage; electrical and natural gas distribution to meet current and projected demand; and replace communication systems infrastructure. Primary electrical will be replaced to areas not addressed by the 2017 primary electrical service project (which went to Frijoles Canyon development only). Rehabilitate existing sewer collection mains and replace all secondary sewer lateral lines to include manholes.
Design will incorporate an integrated utility corridor utilizing existing utility corridors and road prisms shoulders and/or under roads to maintain code required separation horizontally and vertically, while mitigating impact to sensitive natural and cultural resource areas. Construct sewage lift station to enable reopening of restroom across from Frijoles Creek. Remove or abandon in place old infrastructure that is most sensitive to natural and cultural resources and allow efficient and effective future operations; demolish Frijoles Canyon water tank and exposed gas and water lines suspended over a cliff.
The monument is primarily geographically split into two distinct areas or districts, the mesa, and the canyon. Each of these areas have infrastructure deficiencies and connectivity and integration of this infrastructure to best support both districts is a key objective of this project. Below is a brief synopsis of the infrastructure systems as design, built and operated today.
Water System: The monument does not permit and operate a water treatment plant; water is provided by municipality to a 35,000-gallon tank that it maintains outside of the monument boundary. Water flows via gravity to secondary 20,000 gallon buried concrete tank in the monument, controlled by solenoid valve and set points of sensor in tank. Water then flows via gravity to remainder of the system where there are unbalanced pressure zones and disinfection residuals are difficult to maintain for operators between high peak visitation and lower shoulder season visitation.
To avoid concerns of water age while addressing the need for fire flows, a second water storage tank and dedicated supply line for future expansion of the sprinkler system in the Frijoles Canyon area, will be designed.
Wastewater: The wastewater system is primarily gravity flow collection system with lagoons in several location within the monument boundaries; there are two lift stations within the system. The primary (larger is size and capacity) pumps the canyon’s administrative area to the lagoons. The mesa area is all gravity flow to the lagoons.
Power: The monument owns and operates its power system at/near park boundary and has several different services from the power company providing power. A LIC project in 2017 to rehabilitate most of its power system.
Most of the power is underground and the remaining of the power is scoped to be installed underground. There are frequent power outages in campgrounds and is suspected to be on an old single-phase service that was not part of the 2017 project.
Gas: The monument is served by municipal natural gas and the service enters the monument boundary in proximity of the water service and generally follows the water main alignment to the canyon. Several areas are not served by the underground service, other areas are in exposed steep cliff terrain that make the infrastructure vulnerable to rockslides and wildfire events. There are several sections of gas main that are prone to leak and causes frequent emergency repairs.
Telecommunications: The monument does not have an integrated communication system and lacks the capacity to provide underground fiber to the whole monument operations. Several repairs, reconfigurations, and connectivity connection from the mesa to the canyon is needed.
There is one known potentially contaminated area (Frijoles Canyon) that was used historically for chemical handing where a spill occurred many years ago that may still be within the project area that will need to be tested and classified to understand what action is required if any.
5. Solicitation: At this time, NPS DSC anticipates issuing a competitive Request for Proposals (RFP) around the June 2, 2025; and awarding a single Firm-Fixed-Price (FFP) contract.
Submittal Instructions: Interested (small and large) businesses should submit the following information:
