About this file
This Special Notice is for an Industry Day and Project Presentation by the National Park Service (NPS) regarding the GRCA 318719 – North Rim & Roaring Springs Rehabilitation Program. The project involves rehabilitating utility infrastructure systems at the North Rim and inner canyon sites of Grand Canyon National Park, focusing on water, wastewater, electrical, and communication systems. A key component is drilling two directionally-bored 8-to-26-inch diameter, 9,260-foot-long boreholes from the North Rim ballfield to the Roaring Springs Pumphouse, extending through various Paleozoic geological units.
The Industry Day will consist of a virtual presentation on August 19, 2025, at 9:00 AM PT via Microsoft Teams, followed by an in-person site visit on August 27, 2025, at 9:30 AM PT at the Grand Canyon Lodge, North Rim. Interested contractors must register on SAM.gov, have an active Systems for Awards Management (SAM) registration, and obtain a UEI number. A maximum of four representatives per company can attend the site visit, and they must submit their full name, company name, and email address by August 22, 2025. The solicitation will be electronically posted on SAM.gov, and no reimbursement will be provided for travel or information submission.

Project Information:
GRCA 318719 – North Rim & Roaring Springs Rehabilitation
North Rim Site Visit: NPS Project Manager will provide a project overview/presentation and site tour of the North Rim Utilities Project as part of the Industry Day on the North Rim of the Grand Canyon, with a focus on the borehole planned for the project.
The National Park Service (NPS) is considering potential improvements to the utility systems at the North Rim and certain inner canyon sites at Grand Canyon National Park. The project will mailto:james_waller@nps.gov http://www.sam.gov/ rehabilitate utility infrastructure systems located on the North Rim and related inner canyon facilities at Roaring Springs Pumphouse (RSPH)/Manzanita/Cottonwood Campground. This project will address critical system deficiencies associated with water, wastewater, electrical, and communication systems, along with their associated equipment, components, and support structures. Infrastructure includes water (raw water, treatment, and distribution), wastewater (conveyance, lift stations, treatment), power and communications (standby power, overhead power, solar power, fiber communications).
A key project component includes new boreholes that would be directionally drilled from the North Rim to Roaring Springs Pump House (RSPH) with carrier pipes to include raw and potable waterlines. Two approximately 8-to-26-inch diameter, 9,260-feet-long boreholes would be drilled sequentially using vertical directional drilling, and would extend from the drill site (i.e., bore entry site) at the North Rim ballfield to the bore exit site just west of Roaring Springs Pumphouse in the inner canyon, where the borehole would daylight. The planned boreholes have a vertical length of 3,310 feet, a total measured length of 9,260 feet, and will be drilled through several Paleozoic geologic units of variable lithology with the potential for a variety of geologic risks.
Contractor meeting will consist of an in-person briefing and presentation relative to both projects.
The purpose of the meeting is to provide General Contractors an advance notice and briefing of the project prior to solicitation for planning purposes.
Virtual Presentation: All potential contractors are invited to listen to an online Project Presentation on Tuesday, August 19th, 2025, at 9:00 AM PT.

Security Requirements: No later than August 22, 2025, all prime contractors, subcontractors, material suppliers and other vendors who plan to attend the site showing will need to provide their full name, company name and email address which is required for attendance for logistical coordinating. A maximum of four representatives per company due to limited space on the North Rim.
