About this file

This is a Sources Sought Notice (SSN) for market research purposes regarding the construction of modular housing units at Yellowstone National Park. The National Park Service Denver Service Center is seeking information from both large and small businesses regarding their capabilities and interest in this project. No proposals are being requested at this time; responses are strictly voluntary with no reimbursement for costs incurred. The government anticipates issuing a competitive Request for Proposals around fall 2026, with award of a single Firm-Fixed-Price contract.

The project involves construction of 16 modular units across three separate locations within Yellowstone National Park: Canyon Government Area near Canyon Village, Wyoming; Northeast Entrance Government Area near Cooke City, Montana; and Mammoth Government Area near Mammoth, Wyoming. Site work includes grading, roadway construction, drainage, and utility installation for electrical, telecom, potable water, fire suppression, and sanitary sewer systems. Construction activities will occur concurrently at all three sites while the park remains open to visitors, requiring careful scheduling to minimize visitor impact and protect surrounding areas. Seasonal shutdowns and winter construction may be required. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a $45 million size standard. Bid, Performance, and Payment Bonds are anticipated to be required. Interested businesses must submit company information, business classification (including small business certifications such as HUBZone, VOSB, SDVOSB, WOSB, EDWOSB, or ISBEE status), bonding capacity statement, and documentation of relevant project experience by the deadline of June 12, 2026 at noon Mountain Time to the listed contracting officer and contract specialist.
