About this file

This document is a justification for a sole source procurement under $250,000. The Centers for Disease Control and Prevention seeks to acquire health communication support from the Organization for Safety, Asepsis and Prevention to raise awareness of infection prevention and control guidelines and resources among dental health care professionals. Due to its leadership position and expertise in infection prevention and control for dental settings, OSAP understands the needs and technical information required to effectively communicate with the target audience. No other organization provides the same level of focus and partnership across all relevant sectors of the dental community. The justification certifies OSAP as the only organization capable of meeting the scope of work due to its unique expertise in and strategic approach to infection control practices for dental health care.

JUSTIFICATION FOR SOLE SOURCE PROCUREMENT (OPEN

MARKET OR GSA) UNDER $250,000

Sole source acquisitions may be used on a limited basis and only when the Contracting Officer’s Representative (COR)/Program Official has provided sufficient justification and the Contracting Officer has determined that the circumstances warrant such action. The content for a justification must contain detailed facts and rationale to justify the sole source acquisition. Soliciting from a single source must be done in accordance with FAR 13.106-1(b) or 8.405-6. At a minimum, the following information must be included:

Identification of Program Office, Contracting Activity, and Proposed Requirement, Justification and Program Office Certification:

A. Program Office:

Deputy Director for Non-Infectious Diseases (DDNID) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) Department of Health (DOH) Attn: Christopher Callahan aix7@cdc.gov 770-488-5391 Atlanta, GA

B. Contracting Activity:

Centers for Disease Control and Prevention Office of Financial Resources Acquisition Branch 2920 Brandywine Road Atlanta, GA 30341

C. Identification of Requirement:

1. Nature of Action to be Approved by Contracting Officer:

a. Sole source acquisition of:

Health communication support from the Organization for Safety, Asepsis and Prevention (OSAP). Due to its current leadership position in infection prevention and control (IPC) in dental settings, OSAP understands the perspective of the target audience(s) and the technical information that needs to be conveyed. CDC’s Division of Oral Health serves as the national leader in IPC for the dental community, creating guidelines and trainings for use by dental health care personnel. Adherence to recommended practices is critical to prevent disease transmissions in dental settings. Therefore, it is imperative we raise awareness of these resources among the target audience(s). OSAP’s significant experience includes supporting the establishment of IPC practices during the early days of the HIV epidemic (1980s and early 1990s), when such practices were not well documented. The provision of dental care routinely includes exposure to blood and other body fluids, as well as aerosol generating procedures. As observed with the recent

Rev. 5/15/17 pandemic, elevated risk can happen any time. The ongoing diligence to adhere to Standard Precautions—and as needed, Transmission-Based Precautions—requires dedicated action to increase awareness of the importance of consistent adherence to IPC guidelines, and available resources to assist them.

2. Other facts supporting sole source procurement:

a. What can this product/service do that other products/services cannot do?

The Organization for Safety, Asepsis and Prevention (OSAP) is the global leader in safety and infection prevention and control (IPC) in dentistry. They are recognized by dental professionals and dental organizations for the critical leadership role they have established over many years in operation. They are a trusted and effective partner in dental IPC. OSAP’s many constituents rely on their expertise and branded leadership in this vital public health arena. OSAP has deep rooted existing collaborations with multiple dental and oral health professional organizations and state dental boards.

They exclusively focus on strategies to improve compliance with safe dental practices and on building a strong network of recognized IPC experts. No other organization working with dental health care professionals provides the level of expertise and focus on IPC in dental settings. As part of our federal mandate, CDC’s Division of Oral Health provides recommendations to guide IPC practices in dental offices. As

Rev. 5/15/17 the threat of disease transmission in dental settings remains constant, ongoing and consistent compliance with them remains paramount. OSAP is the organization the majority of dental health care professionals will consult for guidance on dental IPC.

As a long-standing partner of the Division of Oral Health, OSAP plays a critical role in our ability to meet strategic objectives related to improving IPC in dental settings.

b. What other products/services were considered and why did they not meet the need?

Other organizations exist that focus on the needs of different members of the dental community, such as the American Dental Association for dentists, American Dental Hygienists Association for dental hygienists, American Dental Assistants Association for dental assistants, American Dental Education Association for dental education, American Association of Public Health Dentistry for public health dentistry, and the Dental Trade Alliance for the dental manufacturers. However, no other single organization works strategically and in full partnership across all these sectors. While each of these other organizations addresses their area of interest for their specific target audience, none have a unique focus on or expertise in the critical requirements for successful infection prevention and control (IPC). As the organization addressing IPC, OSAP would engage these organizations for their specific subject matter expertise as appropriate, but none of these other organizations has established access to the broad knowledge needed for quickly implementing this scope of work.

3. Program Office efforts to seek potential offerors:

No other potential offerors are considered capable of successfully meeting the expansive scope of work. The vendor is uniquely situated as the leader in infection prevention and control practices in dental health care settings and is the consulted resource in the field. They have an existing and well-established network to expand the reach of health communication messages in an effective and cost-efficient manner. More information about OSAP’s existing access to dental practices, educators, consultants and speakers, and members of the dental trade—and how they work together to help ensure that every visit is the safest dental visit for patients and providers—is available here: https://www.osap.org/page/safestdentalvisit .
