About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition document for a second bridge contract extension.
The CDC is extending a contract with Oak Ridge Associated Universities, Inc. (ORAU) located at 100 ORAU Way, Oak Ridge, TN 37830-6218 for Dose Reconstruction and Related Activities to Support NIOSH's Responsibilities under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). The contract is being awarded on a sole source basis under FAR 6.302-1 (Only one responsible source) using cost-based pricing. The original bridge contract was awarded August 7, 2024, with performance from September 30, 2024 through September 29, 2025. The first extension under FAR 52.217-8 extended services through March 29, 2026. This second bridge contract extension covers March 30, 2026 through August 29, 2026—a 5-month performance period. The justification emphasizes that ORAU is the only source capable of performing this work due to unique system ownership, cybersecurity constraints, critical mission knowledge, continuity of services supporting over 55,000 radiation dose reconstructions, and the impracticality of transitioning another contractor during this period. The Division of Compensation Analysis and Support (DCAS) has utilized this contractor for approximately 20 years. The government is actively pursuing full and open competition for a follow-on contract, with market research completed, acquisition strategy in HHS approval, RFP planned for June 2026 release, and contract award planned by August 30, 2026. Fair and reasonable pricing will be determined by comparison to prior contracts 75D0124C19450 and 75D30119C05226 and an Independent Government Cost Estimate (IGCE).
