About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition document for a federal contract modification.
The CDC is seeking a second bridge contract extension with Oak Ridge Associated Universities, Inc. (ORAU) for Dose Reconstruction and Related Activities supporting NIOSH's responsibilities under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). The contract modification covers a five-month period from March 30, 2026 through August 29, 2026, with a cost-based pricing structure using other funds. The original bridge contract was awarded on August 7, 2024 (75D30124C19450) for the period September 30, 2024 through September 29, 2025, with a first extension executed under FAR 52.217-8 extending services through March 29, 2026. The justification cites FAR 6.302-1 (only one responsible source) as the authority for sole source procurement, asserting that ORAU is uniquely qualified due to its system ownership, cybersecurity constraints, critical mission knowledge, and continuity of services for over 55,000 completed radiation dose reconstructions affecting approximately 150 new claims monthly. The Government conducted market research in November 2024 and November 2025 identifying a limited but viable competitive marketplace, and has implemented actions to enable future competition including comprehensive technical documentation, transition planning with a 60-day transition period, and coordination with IT security. The competitive solicitation is planned for release in June 2026 with contract award before August 30, 2026 to maintain uninterrupted services to elderly and seriously ill claimants. Fair and reasonable pricing will be determined through comparison to prior contracts and an Independent Government Cost Estimate.
