Single Source Justification US Army Corps of Engineers, Rock Island District

FAR 13.106-1(b)(2), Simplified Acquisitions

1. Contracting Activity:

The contracting organization responsible for this action is the United States Army Corps of Engineers (USACE)-Rock Island District.

2. Description of Action:

The Emergency Management Office in support of the National Flood Fight Material Center (NFFMC) has an requirement to replace four, six, and eight inch diesel Godwin Dri-Prime Model CD100S, CD150S, and CD225M, auto-priming pump sets that are approaching or have exceeded their lifespan and require replacement or permanent transfer to staging areas around the nation to assist flood fight response efforts. This pump set is capable of flows of 1065, 2290, and 3200 Gallons Per Minute (GPM), Total Dynamic Head (TDH) of 180 feet, and solids handling up to 1.75, 3, and 3 1/8 inches in diameter for the 4, 6, and 8-inch pumps respectively. These replacement pumps are needed to support flood control and coastal emergencies response efforts.

3. Rationale or Circumstances for Limiting Competition:

These Godwin Dri-Prime flood abatement pumps have met the ANSI/FM 2510 American National Standard for Flood Mitigation Equipment testing protocol standard. The ANSI/FM 2510 testing standard evaluates the performance of the flood abatement pump in realistic flood conditions and the components and materials that comprise the product can withstand the rigors of pumping during a flood event. These are the only pumps to have been tested to meet the required ANSI/FM 2510 testing protocol.

These specific pumps are also needed due to the following reasons: ANSI/FM 2510 testing shows the pumps will be able to pump floodwaters during flood events for prolonged pumping; all of the 4, 6, and 8-inch diesel pumps in Mississippi Valley Division (MVR)’s inventory are Godwin pumps; and the District’s in-house maintenance staff are trained on repairing these types of pumps. The District’s flood responders are trained in specifically operating these types of pumps that are currently loaned to state and local officials. Some state-owned pumps are Godwin Dri-Prime meaning the local government officials are also trained on the equipment, and the existing inventory of parts, hoses, and hoses accessories will fit these pumps. The pumps can be purchased from Xylem Dewatering Solutions, Inc.

doing business as (DBA) Godwin Pumps of America. Purchasing from the Xylem Dewatering Solutions, Inc. doing business as (DBA) Godwin Pumps of America allows USACE to coordinate any emergency field maintenance on a nationwide basis and provides coordination with the entire dealer/reseller network.
