JUSTIFICATION FOR BRAND NAME PROCUREMENT (OPEN MARKET OR GSA)

UNDER $250,000

Sole source acquisitions may be used on a limited basis and only when the Contracting Officer’s Representative (COR)/Program Official has provided sufficient justification and the Contracting Officer has determined that the circumstances warrant such action. The content for a justification must contain detailed facts and rationale to justify the sole source acquisition. Soliciting from a single source must be done in accordance with FAR 13.106-1(b) or 8.405-6. At a minimum, the following information must be included:

D. Justification:

1. The justification for this non-competitive action is: (NOTE: Must select only ONE of the listed justifications for other than full and open competition and fully support the justification in the following paragraphs. Please delete this note prior to submitting the justification.)

☒ In accordance with FAR 13.106-1(b)(1), “only one source [is] reasonably available” which states that, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). (ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand- name.”

The original BPA must not have been previously issued under sole-source or limited-sources procedures.”

2. Other facts supporting sole source procurement:

a. What can this product/service do that other products/services cannot do?

Wrike is the only collaborative work management platform for the enterprise that can be easily configured for any department, team, or work style – all in a single digital workplace. The Wrike platform completes the cloud collaboration toolbox and transforms how work is done by allowing all teams to focus their attention on what matters most. Dedicated to making teams insanely productive, Wrike puts teams in control of their digital workflows to enable maximum potential and accelerate business growth. TWDB leadership has determined that Wrike is the most efficient and effective medium for monitoring the progress of these projects individually and collectively while also tracking and confirming that team members and reviewers have completed each task and step within TWDB’s eLearning course lifecycle. Wrike will also allow TWDB leadership to check the status of projects at a glance; centralize and standardize communication with stakeholders; track duration within and across projects of the same type (including differences between expected and actual times for completion); customize, automate, and manage workflows to guide team

Rev. 5/14/19 members to next steps; and pinpoint gaps or common logjams in workflow processes so that changes can be implemented. TWDB needs to continue procuring Wrike because switching vendors risk TWDB losing years of customized workflows that it built within its version of the platform. No other software has the necessary task management functionality along with real-time chatting and discussion boards that TWDB requires. Starting in October 2024, TWDB will be tasked with creating online trainings for CDC laboratory staff in addition to laboratory professionals across the US. It is essential that TWDB retain access to its current Wrike project management software to avoid interruptions or delays in completing these agency-priority tasks.

b. What other products/services were considered and why did they not meet the need?

TWDB cannot use CDC’s SharePoint site, because some of its stakeholders (e.g., the American Association of Public Health Laboratories) do not, and will not, have CDC accounts. Also, the breadth and depth of customization needed to adapt SharePoint to function similarly to Wrike would be unfeasible and unsustainable.

3. Program Office efforts to seek potential offerors:

Of the 5 platforms TWDB looked at in-depth (Basecamp, Huddle, SharePoint, Smartsheet, and Wrike), Wrike was the only one that had both the necessary task management functionality and needed collaboration functionality (real-time chatting and discussion boards). Of the 15 features TWDB examined, Wrike had all 15. Huddle was the runner-up but costs between 50% more and 200% more for the version with the level of security TWDB would need.
