About this file

This document is a Determination and Findings (D&F) for a Buy Indian Set-Aside procurement by the Bureau of Indian Affairs (BIA) Pacific Regional Office. The solicitation is for Phase 1 Environmental Site Assessment (ESA) Services for the Village of Ouzinkie, Alaska, with procurement request number PR #44000433.

The document specifies that the Request for Quote (RFQ) will be 100% set-aside for Indian Owned Companies, in accordance with the Buy Indian Act (25 U.S.C. 47). Market research confirmed at least two Indian-owned companies can fulfill the requirement as distributors or manufacturers. The BIA's policy mandates prioritizing qualified Indian contractors to the maximum extent practicable, and non-Indian contractors will only be considered if no qualified Indian contractors are available or interested in the procurement within the normal competitive area. The solicitation will only accept quotes from non-Indian businesses if no responsive or responsible quotes are received from Indian-owned companies.
