Photogrammetric and LiDAR Surveying and Mapping W912P919R0046

Question and Answers No. 4

Question & Answer No. 3 stated:

Amendment 0004 Q&A No. 3 (A2: The government require the digital copies on 1 April 2020 at 2:00 PM Central Standard Time by “ftp” and DVD. The hard copies must be received NLT 15 April 2020 at 2:00 PM Central Standard Time.

Amendment 0004 Q&A No. 3 (Q10: So we are required to send an email with a PDF copy to twila.a.hopkins2@usace.army.mil by 1 April 2020 at 2:00 PM Central Time? If the file is too large to send via email, will you accept a link to the file? Which submittal is consider "Official" the receipt of the emailed PDF or the 5 mailed copies with 1 CD?

Amendment 0004 Q&A No. 3 (A10: See Answer no A2. Yes, a link will be acceptable. The email or link is the official copy.

Q1. Please clarify if you need to have the DVD/CD arrive by 1 April 2020? Or can it be provided along with the hard copies that are now due by NLT 15 April 2020?

A1: The government require the digital copies on 1 April 2020 at 2:00 PM Central Standard Time by “ftp” and DVD (backup in case the link is not reachable or not available). DVD/CD should be able to reach the Corps by regular mail (i.e. post office). Hard copies must be received NLT 15 April 2020 at 2:00 PM Central Standard Time. Send your “ftp” to both addresses below:

Twila.a.hopkins2@usace.army.mil and Keith.L.Short@usace.army.mil

Q2. What is the maximum file size that can be received via email?

A2: 10Mb

Amendment 0003 Q&A 2 (Q6. Are the following items included in the 150 page count?

a. Cover

b. Cover letter

c. Letters of Commitment

d. Tabs (dividers)

e. Part II forms Amendment 0003 Q&A 2 (Answer A6. All are included.

Q3. It is very unusual to have the tab dividers included in the page count. We respectfully request that the tabs NOT be counted toward the 150-page limit.

A3. All count including cover and tab dividers.

Q4. According to Question and Answers No. 3, A2; it appears that contractors are to email a pdf version of our response and also provide a DVD of our response by 1 April 2020 at 2:00 PM Central Standard Time. Hard copies are to be provided NLT 15 April 2020 at 2:00 PM Central Standard Time.

Since the DVD would have to be delivered hard copy, should the DVD be provided with the hard copy delivery on 15 April 2020? Or, is it the intention of the USACE to have effectively 3 deliveries provided;

1 email PDF delivery, 1 DVD hard copy delivery, and 1 hard copy response delivery? Can we receive clarification on what is to be provided when and by which method? Additionally can the due times listed in A3 be clarified to state Central Daylight Time instead of Central Standard Time?

A4. Two deliveries: 1 digital copy by 1 April 2020 (official copy) at 2:00 PM Central Daylight Time and 1 Hard Copy by 15 April 2020 at 2:00 PM Central Daylight Time.

Q5. In Question and Answers No. 2, A6; it is stated that all the items asked in Q6 are included in the 150 page limit. While many of the items on the list in Q6 make sense to include within the page count, we respectfully ask that the Cover and Tabs (dividers) not be included in the page count. These items do not contain any useful information for the response and instead just make the response easier to navigate.

Including these items in the page count would only serve to make the responses potentially less readable and would reduce the amount of useful information which could be provided in our responses by taking up needed pages.

A5. See answer A3 above.

Q6. In relation to the Past Performance Questionnaire requirement, confirm that evaluations from the Task Order Management Information System (TOMIS), used by the USGS and NOAA, to record the past performance of their contractors, is acceptable form of credible past performance and can be included in the SF330 submittal as evidence of such?

A6. Yes, that is acceptable and may be included to support past performance.

Q7. With the understanding that St. Louis City and County have now issued a “shelter in place” directive which may affect our ability to have a DVD delivered to you for our response to this solicitation.

Your answer to Question A2 of the last amendment leads us to believe that you still require both the Email/FTP and DVD by the First. We are certainly capable of getting our response you in digital form prior to the deadline via FTP, but due to the present dynamic circumstances the delivery of a DVD by courier prior to the deadline may no longer be possible.

A7. Please see A4 above.

Q8. Please reply with your concurrence and confirm that the FTP/Email method will be sufficient for this initial submittal, and that a DVD can follow with the hardcopy submittal on the 15th. If a DVD is still required then we need to confirm with you that there will be someone available at the Corps’ offices to receive it via courier.

A8. Yes, the initial submittal is in the form of a digital copy to be received by 1 April 2020 at 2PM Central Daylight Time. The second submittal is in hard copy form and must be received by 15 April 2020 at 2PM Central Daylight Time.

Q9. Again respectfully requesting an extension of the April 1 submission due date for ID W912P919R0046-0003 Photogrammetric and Lidar Surveying and Mapping. Contractors have been dealing with State-mandated business closure directives, legal interpretations of "essential business" status, transitioning of staff to remote operation, restrictions on flight crew operations, and staff members being off due to potential COVID19 condition, among other disruptive circumstances. A brief extension would be very welcome in this time of national crisis. All other federal, state, and regional/local government solicitations we've been involved with, including USGS GPSC4, have given reasonable time extensions.

A9. At this time there is still no plan to extend the due date.

Q10. As you may know, in Pennsylvania – the Governor has ordered shutdowns of all office locations and projects. Our firm is trying to work within the Governor’s guidelines, by working from home, but it has been pretty inefficient, and we fear that we may not be able to obtain all of the required information by the current 1 April 2020 proposal due date.

Q10a. Are you willing to extend that date?

A10a. Please see Answer A9 above.

Q10b. How do you want contractors to label the projects and resumes for the respective JV partners. Should we list them as both their organic employer and the JV?

A10b. Projects should be labeled to indicate which firm was the prime. If a JV served as a prime that should be labeled in the project accordingly. Any subs used should be listed as well along with their roles. Resumes should be labeled according to the firm with which the individual is employed.

Q11. During registration in Beta SAM Is the government accepting “pending” for the DUNS number and CAGE CODE numbers until such time as they are known?

A11. Any firm submitting a proposal MUST have a DUNS number and CAGE CODE number at time of award.

Q12. We again respectfully request an extension of the April 1 submission due date for ID W912P919R0046-0003 Photogrammetric and Lidar Surveying and Mapping. We have been dealing with State-mandated business closure directives, legal interpretations of "essential business" status, transitioning of staff to remote operation, restrictions on flight crew operations, and staff members being off due to potential COVID19 condition, among other disruptive circumstances. A brief extension would be very welcome in this time of national crisis. All other federal, state, and regional/local government solicitations we've been involved with, including USGS GPSC4, have given reasonable time extensions.

A12. Please see Answer A9 above.

Q13. Inside the instructions on beta.sam.gov under submission instructions it says "Note: Parts I, II, and Subsequent Sections are as defined in the SF330 Instructions” but I don’t see “subsequent sections” mentioned anywhere when I look at the instructions for the SF330.

How can the SF330 have a 150-page limit when there are only 6 pages and Does the contractor just add a tab after Part II and attach any additional information the contractor wants to?

A13. 'Subsequent sections' just means the sections under Parts I and II. There are multiple sections to complete under each Part. Each page provided in the blank form can be used multiple times as necessary. Additional information may be included in an appendix.

NOTE: THE LAST DAY FOR QUESTIONS AND ANSWERS HAS PAST AS OF 20 MARCH 2020.
