Photogrammetric and LiDAR Surveying and Mapping W912P919R0046
Question and Answers No. 1
Q1. Will the work under these IDIQ contracts be covering certain part of the United State? Would there be work involved in western states?
A1. CONUS & OCONUS
Q2. The Photogrammetric and LiDAR Surveying and Mapping Synopsis was released on beta.SAM.gov, and it stated that a blank PPQ form was attached to the synopsis/solicitation. I cannot find this file. How might I obtain this?
A2. The Past Performance Questionnaire has been posted as amendment W912P919R0046 ‐ 0001 on Beta.sam.gov.
Q3. Under Primary Criteria, Criteria 1: Specialized Experience & Technical Capabilities (SF330, Part 1, Section F), The solicitation states that "All experience shall have been completed in the last 5 years." If we use an IDIQ contract for one of our section F's does this sentence mean that we can only include task orders that have been completed in the last 5 years or that the entire IDIQ contract must have been completed in the last 5 years. For example, can we use our current STL USACE IDIQ contract (which is not complete) for one of our Section F projects and only include task orders that have been completed in the last 5 years?
A3. Task Orders within the past 5 years should be included. The IDIQ does not have to have reached completion in the past 5 years. Recent, relevant experience is desired.
Q4. Under Criteria 4 ‐ Past Performance (SF330, Part 1, Section H) The solicitation states, "The offeror shall provide past performance data with respect to cost control, quality of work and compliance with performance schedules, as determined from Past Performance Questionnaires (PPQs), ACASS/CPARS/PPIRS data, credible documentation included in the SF 330 and other sources. The Government will retrieve and evaluate the CPARS reports, if available, for all relevant projects for each firm." Are we required to provide a copy of the CPARS for projects listed in Section F as part of our proposal?
A4. No, but you can if you like. The government will generate that report
Q5. Please clarification on the following as it pertains to solicitation requirements:
“No entity will receive more than two awards as a result of this solicitation, which will only be possible if a large firm is aligned with a small business that received one of the small business awards and the large firm also prevailed for an award among the unrestricted submissions.”
Q5a. Does this mean that if a large business were to be awarded one of the unrestricted contracts, they could only be a subcontractor to one selected small business? Would this disqualify a small business from winning an award if that large business were to be on more than one of the selected small business teams?
A5a. A firm can be a sub on any number of proposals. The limitation is that a firm can only be awarded a contract as a prime and also possibly as part of a JV or mentor‐protégé arrangement, but not additional arrangements other than as a sub.
Q5b. Question: If a large business is on 2 or more small business teams as a subcontractor and at least 2 of those small business were awarded a contract, would that disqualify the large business from being awarded an unrestricted contract?
A5b. No. A firm can be a sub on any number of proposals.
Q5c. The solicitation uses the word “aligned”. Is that intended to identify JV’s or Mentor Protégé JV’s, etc., rather than prime/subcontract teaming, or does it apply to any teaming agreement?
A5c. Yes, it applies to JV, mentor protégé, etc arrangements. It does not apply to subcontracting teaming agreements. A firm can be a sub on any number of proposals.
Q6. Regarding the page count of the SF330. The information posted states a page limit of 150 pages, is this the correct number or should it be 15?
A6. 150
7. Reviewing in SAMBeta the opportunity you posted, we didn't find the SOW attached, the only attachment we found is Past Performance Questionnaire. Could you provide the SOW, Polygon of the AOI and specifications for LIDAR and Imagery GSD?
A7. This is an IDIQ for multiple future task orders to be issued against. SOW will be generated specifically for each task order.
8. Do the letters of Commitment count towards the 150 page limit?
A8. Yes.
Q9. Will the government use ProjNet to ask questions and/or request clarifications or will questions/clarifications be made via email?
A9. Questions and clarifications will be answered through email.
