This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses.

Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy.

The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.

Additional Information: No proposal package, solicitation, specification or drawings are available with this notice.

Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests.

Project Description:

The project is located at North Cascades National Park Service Complex 4.5 miles from Stehekin, WA. The construction magnitude is more than $10,000,000.

The area is remotely located at the northwest end of Lake Chelan approximately 4.5 miles from the small village of Stehekin. Stehekin is 54-miles up-lake from the City of Chelan. Access to Stehekin is only available via a ferry boat, barge, private small plane, or hiking. Transportation of construction equipment and building materials will take extra coordination and is limited to barge and the transport of personnel to ferries that operate on a limited schedule from the city of Chelan. Access to the project site from Stehekin is via a narrow road and Harlequin bridge, which has 15' height, 16' width and 36 tons weight limits. All of these site access issues will be identified in Division 1 specs. The project will have limited staging located near the project site. The nearest commercial center for supplies and equipment is Chelan, WA. There are very limited private and commercial lodging facilities in Stehekin. All of these construction logistics will be identified in Division 1 specs.

The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. Site is adjacent to a remote airstrip requiring compliance with WSDOT requirements related to construction activities in or near aircraft landing zones.

The new structures and facilities will be constructed in a area considered a natural resource and protective measures are required to ensure the surrounding natural areas remain undisturbed and all construction activities remain within project site boundaries.

The total anticipated period of performance is 18 months including a mandated Winter seasonal shut down period from mid-October to mid-April. Work hour restrictions are anticipated to be dawn to dusk.

Water and electricity are not available at the site for construction. Temporary power for construction may be available but would have to be coordinated between the contractor and Chelan Public Utility District (PUD). However, it is more likely that the Contractor will have to provide their own souces of electrical power. Portable toilets will be required for temporary sanitary facilities for construction. Cell phone coverage is not available and the Contractor shall coordinate communication needs with satellite provider if communication provisions are needed.

Project Scope:

Water, Wastewater, and Power Utilities – PMIS 259864 The Utilities scope of work includes extending power distribution (electrical service) lines to the firefighting facilities, providing a new water storage tank, rehabilitation of an existing groundwater well, new water distribution for both fire suppression and domestic and water service lines, and an installing new septic system sized for the treatment of wastewater produced by the fire cache and dorm facilities. Additional water utilities drops/stub outs will be installed for a future maintenance facility. Rehabilitation of the existing well, includes the replacement of the well pump, drop pipe, drop cable, pump controls, electrical service components at/within the new well house, and the cleaning and restoration of the existing well casing, screen, and concrete pad/sanitary seal. Work includes the construction of a photovoltaic system, and battery energy storage system, with these system tied into the project’s electrical system as part of a design to mitigate the additional impact of this campus to local utility power grid. A propane generator will back up the Fire Cache and Fire Dormitory and provide emergency supplemental power to the battery energy storage systems.

Fire Cache – PMIS 205601 The Fire Cache scope of work includes the design of a new Fire Station-Cache-Operations building approximately 3,019 square foot in size. This structure shall include a fire engine bay sized for one vehicle, a fire tool cache adequately sized to support the efficient storage of tools, PPE, and accessories required to fight fires, an office/workstation area for 3 workstations and open briefing area to support up to 15 people. This facility will serve as the Incident Command Operations and Helibase for extended emergency incidents in the area.

Fire Dormitory– PMIS 156830 The Fire Dormitory scope of work includes design of a new dormitory approximately 3,705 square foot in size and co-located with the Fire Cache. The dormitory shall be designed to house 8 to 16 personnel in eight (8) bedrooms, with ability to house up to 20 personnel on a short-term basis. The dormitory facility shall have a universal kitchen and dining area, two shared shower rooms, two shared restrooms, two end suite bathrooms, laundry room, mechanical room, and utility room.

Submittal Contents: Interested (small and large) businesses should submit the following information:

(1)Company name, DUNS number, address, point of contact, telephone number, and email address.
(2)Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.) Misrepresentation of size status can result in penalties.
(3)Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.

(4) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions.

(5) In addition businesses may submit existing marketing materials such as capability statements and brochures.
